Caragol, Secretary/Treasurer CHARTER SCHOOL OVERSIGHT COMMITTEE MEETING Minutes August 28, 2018 6:30 p.m. Call to Order REPORT: Chair, Mayor Carlos Hernandez called the meeting to order at 7:25 p.m. Roll Call of Oversight Committee Members. REPORT: Office Coordinator, Lisette Perez called the roll with the following Committee Members present: o Mayor Carlos Hernandez o Council President Vivian Casáls-Muñoz o Council Vice President Jose Caragol o Councilman Paul Hernandez o Councilwoman Katherine Cue-Fuente  Committee Members absent: o Councilwoman Lourdes Lozano o Councilwoman Isis Garcia-Martinez o Councilman Carl Zogby Invocation given by Lisette Perez, Office Coordinator Office of City Clerk. Pledge of Allegiance led by Council President Vivian Casáls-Muñoz MEETING GUIDELINES The following guidelines have been established by the City Council: City of Hialeah Charter School Oversight Committee August 28, 2018  ALL LOBBYISTS MUST REGISTER WITH THE CITY CLERK  As a courtesy to others, please refrain from using cellular telephones or other similar electronic devices in the Council Chamber.  A maximum of three (3) speakers in favor and three (3) speakers in opposition will be allowed to address the Council on any one item. Each speaker’s comments will be limited to three (3) minutes.  No signs or placards, in support of or in opposition to an item or speaker, shall be permitted within the Council Chamber.  Members of the public may address the City Council on any item pertaining to City business during the Comments and Questions portion of the meeting. A member of the public is limited to one appearance before the City Council and the speaker’s comments will be limited to three (3) minutes. REPORT: The meeting guidelines were read into the record by Office Coordinator, Lisette Perez, and translated to Spanish by Brigette Leal, Administrative Aide, Office of the City Clerk. 1) ANNOUNCEMENT OF AMENDMENTS/CORRECTIONS TO THE AGENDA  Item O has been withdrawn from today’s agenda. 2) CONSENT AGENDA All items listed with letter designations are considered routine and will be enacted by one motion. There will be no separate discussion of these items unless a Committee Member or a resident so requests, in which case the item(s) will be removed from the consent agenda and considered along with the regular order of business. ACTION: Motion to Approve the Consent Agenda made by Vice Chair Casáls-Muñoz, and seconded by Committee Member Cue-Fuente. Motion passed 5-0-3 with Committee Members, Garcia-Martinez and Lozano and Zogby absent. A. Request permission to approve the summary agenda minutes of the City of Hialeah Charter School Oversight Committee meeting for May 22, 2018. ACTION: APPROVED 5-0-3 with Committee Members Lozano, Garcia-Martinez, and Zogby absent. 2 City of Hialeah Charter School Oversight Committee August 28, 2018 B. Request permission to approve the 2017-2018 Miami Dade County Public Schools Department of Title 1 Administration Assurance of Accountability and Compliance Document. ACTION: APPROVED 5-0-3 with Committee Members Lozano, Garcia-Martinez, and Zogby absent. The following items are for school year 2018-2019: C. Request permission to approve Title 1 Budget Appropriations Details for 2018-2019 ACTION: APPROVED 5-0-3 with Committee Members Lozano, Garcia-Martinez, and Zogby absent. D. Request permission to approve the 2018-2019 Charter School Teacher/Administrator Evaluation System Declaration Form. ACTION: APPROVED 5-0-3 with Committee Members Lozano, Garcia-Martinez, and Zogby absent. E. Request permission to approve the 2018-2019 Mental Health Assistance Allocation Plan. ACTION: APPROVED 5-0-3 with Committee Members Lozano, Garcia-Martinez, and Zogby absent. F. Request permission to approve the 2018-2019 Employee Agreements. ACTION: APPROVED 5-0-3 with Committee Members Lozano, Garcia-Martinez, and Zogby absent. G. Request permission to approve the 2018-2019 Miami-Dade County Public Schools Students Attired for Education Incentive Fund (Charter Schools) Declaration Form. ACTION: APPROVED 5-0-3 with Committee Members Lozano, Garcia-Martinez, and Zogby absent. H. Request permission to approve the Miami Dade County Public Schools Charter School Compliance and Support Curriculum and Compliance Review Action Plan. ACTION: APPROVED 5-0-3 with Committee Members Lozano, Garcia-Martinez, and Zogby absent. 3 City of Hialeah Charter School Oversight Committee August 28, 2018 I. Request permission to approve the 2018-2019 Majory Stoneman Douglas High school Public Safety Act Charter School Assurance. ACTION: APPROVED 5-0-3 with Committee Members Lozano, Garcia-Martinez, and Zogby absent. J. Request permission to approve annual expenditure for licenses for the City of Hialeah Educational Academy to Curriculum Associates, not to exceed $18,000. Funding for this expenditure will be drawn from Fiscal 18-19 budget against account number 522. ACTION: APPROVED 5-0-3 with Committee Members Lozano, Garcia-Martinez, and Zogby absent. K. Request permission to approve and for authorization of chair to sign the lease agreement form and Ordinance between the City of Hialeah Educational Academy and the City of Hialeah. The lease shall be for a term of three years, commencing on July 1, 2018 and ending on June 30, 2021. The lease is based on the number of students (FTE). ACTION: APPROVED 5-0-3 with Committee Members Lozano, Garcia-Martinez, and Zogby absent. L. Request permission to approve the Miami Dade County Public Schools agreements for Charter School Teachers Out of Field Assignments waivers. ACTION: APPROVED 5-0-3 with Committee Members Lozano, Garcia-Martinez, and Zogby absent. M. Request permission to approve the Miami Dade County Public Schools Agreement Chart School Teachers Requirements ESOL Endorsement waivers. ACTION: APPROVED 5-0-3 with Committee Members Lozano, Garcia-Martinez, and Zogby absent. N. Request permission to approve annual expenditure for furniture for the City of Hialeah Educational Academy to Island Fence of Dade, not to exceed $35,000. Funding for this expenditure will be drawn from Fiscal 18-19 budget against account number 635. ACTION: APPROVED 5-0-3 with Committee Members Lozano, Garcia-Martinez, and Zogby absent. 4 City of Hialeah Charter School Oversight Committee August 28, 2018 O. Request permission to approve the management agreement with Academica Dade, LLC, a Florida limited liability company, to manage and operate the City of Hialeah Education Academy. WITHDRAWN 3) PRESENTATION OF FINANCIAL REPORTS BY ACADEMICA DADE LLC a) Request permission to approve 2017-2018 School Year Quarterly Financials for the City of Hialeah Educational Academy through June 30, 2018. ACTION: APPROVED 5-0-3 with Committee Members Lozano, Garcia-Martinez, and Zogby absent. ACTION: Motion to approve Item 3A made by Vice Chair Casáls-Muñoz and seconded by Secretary/Treasurer Caragol. Motioned passed 5-0-3 with Committee Members Lozano, Garcia-Martinez, and Zogby absent. 4) PRESENTATION OF PRINCIPAL’S REPORT BY CARLOS ALVAREZ, PRINCIPAL OF THE CITY OF HIALEAH EDUCATIONAL ACADEMY. PRESENTED  REPORT: The Principal’s Report was presented by Carlos Alvarez. ACTION: Daniel Montelongo, Assistant Principal for City of Hialeah Educational Academy, expressed how honored he feels to be working for such a successful school. ACTION: Committee Member Hernandez thanked Principal Alvarez and the school for working hard and making City of Hialeah Educational Academy a great school.
