Each speaker’s comments will be limited to three (3) minutes.  No signs or placards, in support of or in opposition to an item or speaker, shall be permitted within the Council Chamber.  Members of the public may address the City Council on any item pertaining to City business during the Comments and Questions portion of the meeting. A member of the public is limited to one appearance before the City Council and the speaker’s comments will be limited to three (3) minutes. REPORT: The meeting guidelines were read into the record by City Clerk, Marbelys Fatjo, and translated to Spanish by Brigette Leal, Administrative Aide, Office of the City Clerk. 1) ANNOUNCEMENT OF AMENDMENTS/CORRECTIONS TO THE AGENDA  Consent Item J and Item 3C have been added to today’s agenda and placed on the dais for the Committee’s review. 2) CONSENT AGENDA All items listed with letter designations are considered routine and will be enacted by one motion. There will be no separate discussion of these items unless a Committee Member or a resident so requests, in which case the item(s) will be removed from the consent agenda and considered along with the regular order of business. ACTION: Motion to Approve the Consent Agenda made by Committee Member Cue- Fuente, and seconded by Secretary/Treasurer Garcia-Martinez. Motion passed 7-0-1 with Committee Member Caragol absent. A. Request permission to approve the minutes of the City of Hialeah Charter School Oversight Committee meeting for August 28, 2018. ACTION: APPROVED 7-0-1 with Committee Caragol absent. B. Request permission to approve the Restriction/ Disclosure of Employment of Relatives form. Request permission to approve the 2018-2019 Miami Dade County Public Schools Charter School Attestation Form regarding employee contracts. ACTION: APPROVED 7-0-1 with Committee Caragol absent. F. Request permission to approve the 2018-2019 Certified Professional Employer Organization/Customer Reporting Agreement. ACTION: APPROVED 7-0-1 with Committee Caragol absent. G. Request permission to approve the City of Hialeah Educational Academy conflict resolution designee request form approving Jeanette Nunez as the School Conflict Resolution Designee. ACTION: APPROVED 7-0-1 with Committee Caragol absent. H. Request permission to approve the 2018-2019 Florida Department of Education Hardening Grant Project application. ACTION: APPROVED 7-0-1 with Committee Caragol absent. I. Request permission to amend the Oversight Committee meeting date for 2018-2019 school year due to an error as follows: May 26, 2019 to new date of May 28, 2019 to coincide with date of scheduled City Council meeting. ACTION: APPROVED 7-0-1 with Committee Caragol absent. J. Proposed resolution approving the Management Agreement, in substantial conformity with the form agreement attached hereto and incorporated herein as “Exhibit 1”, with Academica Dade, LLC, a Florida Limited Liability Company, to operate the Hialeah Educational Academy for a term of three years, beginning July 1, 2018 and ending June 30, 2021, with an option to renew for a term of two years through June 30, 2023. RESOLUTION NO. 2018-001 3  City of Hialeah Charter School Oversight Committee November 27, 2018 3) PRESENTATION OF FINANCIAL REPORTS BY ACADEMICA DADE LLC a) Request permission to approve 2018-2019 School Year Quarterly Financials for the City of Hialeah Educational Academy through July 1, 2018 through September 30, 2018 Balance Sheet. ACTION: APPROVED 7-0-1 with Committee Caragol absent. ACTION: Motion to Approve Item 3A made by Vice Chair Casáls-Muñoz, and seconded by Committee Member Cue-Fuente. Motion passed 7-0-1 with Committee Member Caragol absent. b) Request permission to approve 2018-2019 School Year Quarterly Financials for the City of Hialeah Educational Academy through July 1, 2018 through September 30, 2018, Profit/ Loss Sheet.
