ANNOUNCEMENT OF AMENDMENTS/CORRECTIONS TO THE AGENDA  Consent Items O, P, Q, R and S have been added to today’s agenda and placed on the dais for your review.  Consent Item N and Administrative Item 3D have been amended and a copy of the proposed resolution and proposed ordinance have been placed on the dais for your review.  The Administration is requesting a Motion to Table Administrative Item 3C until February 27, 2018.  The proposed ordinance of Item 3F has been amended and additional back-up documentation to the item has been placed on the dais for your review. 2. Proposed resolution authorizing the Mayor and the City Clerk, as attesting witness, on behalf of the City, to enter into a sponsorship agreement with Las Mercedes Management, Inc., in substantial conformity with the agreement attached and made a part hereof as Exhibit “1”, to become a Hialeah Pillar Partner and be designated the Official Health and Wellness Partner of the Villa Aida Adult Center, for a term of three years, with the option to renew for an additional three-year term, under similar terms and conditions, for a total sponsorship fee in the amount of $97,500, a marketing bundle including on-site, media, internet, and direct-mail advertising opportunities, presentation at special events and programs, VIP parking, presenting sponsor at designated events, signage on Hialeah transit buses, in receipt of other promotional items in connection with special events, for the duration of the agreement. Proposed resolution authorizing the Mayor and the City Clerk, as attesting witness, on behalf of the City, to renew a sponsorship agreement with Sedano’s Management, Inc., in substantial conformity with the agreement attached made a part hereof as Exhibit “1”, for a term of three years, commencing on December 1, 2017 through November 30, 2020, under the same terms and conditions in exchange for a total sponsorship fee of $60,000.00; and providing for an effective date. Proposed resolution authorizing the Mayor and the City Clerk, as attesting witness, on behalf of the City, to execute a professional services agreement between Tusa Consulting Services II, LLC and the City of Hialeah, Florida, in substantial conformity with the agreement attached hereto and made a part hereof as Exhibit “1”, to provide professional consulting services including project management and staff training during the implementation of the City’s Public Safety P25 Trunked Radio System upgrade, in an amount not to exceed $113,107.00; providing for an effective date. Request permission to waive competitive bidding, since it is advantageous to the City, and increase Purchase Order No. 2018-170, issued to Milans Machine Shop & Welding, Inc., for fabricating obsolete parts, tools, equipment and welding for the City, by an additional amount of $15,000, for a new total cumulative amount not to exceed $30,000. Request permission to utilize Miami Dade County Bid No. 5380-6/14-6 - OEM Mobile Equipment Parts & Services, effective through March 31, 2018, and increase Purchase Order No. 2018-18, issued to All Dade Lawnmowers, Inc., by an additional amount of $15,000, for a new total cumulative amount not to exceed $30,000. Request permission to waive competitive bidding, since it is advantageous to the City in that the Miami Herald is a newspaper of general circulation in the City of Hialeah as required by law, and increase Purchase Order No. 2018-869, issued to the Miami Herald, for the cost of legal advertisements for the remainder of fiscal year 2017-2018, by an additional amount of $25,000, for a new total cumulative amount not to exceed $55,000. Request permission to waive competitive bidding, since it is advantageous to the City, 4  and increase Purchase Order No. 2018-792, issued to Tranny Tech Inc., vendor providing the lowest quotation, to repair transmissions, by an additional amount of $25,000, for a new total cumulative amount not to exceed $40,000.00. Request from St. John the Apostle Catholic Church, located at 475 East 4th Street, Hialeah, Florida, for a permit to host a carnival on church grounds on Thursday, March 1, 2018 from 6:00 p.m. to 10:00 p.m. Friday, March 2, 2018 from 6:00 p.m. to 11:30 p.m., Saturday, March 3rd from 1:00 p.m. to 11:30 p.m., and Sunday, March 4, 2018 from 1:00 p.m. to 10:30 p.m., subject to recommendations from the Police Department and Fire Department. Further request permission for street closure permit for the closing of East 5th Street between 5 between 5th and 6th Avenue. Report of Scrivener’s Error – On January 23, 2018 Ordinance No. 2018-005 was passed and adopted, to allow for the replatting of the property, for the demolition and construction of a duplex, for property located at 808 East 32 Street, Hialeah, Florida. The ordinance was approved with the words “lot coverage of” having been omitted from the title as follows: 41% WHERE 30%. The ordinance is being amended to reflect the following in the title: LOT COVERAGE OF 41% WHERE 30%. (LAW DEPT.) APPROVED 6-0-1 with Councilmember Hernandez not present. N. Proposed resolution urging the School Board and Miami-Dade County to expedite and install school zone traffic control signals, beacons, signs, and lighting, to address the excessive speed of motorists traveling about the West Lakes Preparatory Academy in Hialeah during school. (COUNCILWOMAN GARCIA-MARTINEZ) APPROVED 6-0-1 with Councilmember Hernandez not present. RESOLUTION NO. 2018-009. REPORT: Motion to Approve Item N made by Councilwoman Garcia-Martinez, and seconded by Councilman Zogby. Motion passed 6-0-1 with Councilman Hernandez not present. O. Proposed resolution authorizing the Mayor and the City Clerk, as attesting witness, on behalf of the City of Hialeah, to execute a Turf and Landscape Maintenance Department funded agreement with the State of Florida, Department of Transportation, for the maintenance of turf and landscape on designated state roads within the corporate limits 5  of the City of Hialeah, for a term of one year, set to commence on the effective date specified on the notice to proceed provided by the State of Florida, Department of Transportation to the City of Hialeah, and with an option to renew, in amount not to exceed $142,872.00 in substantial conformity with the agreement attached hereto and made part hereof as Exhibit “1”. Proposed resolution authorizing the Mayor and the City Clerk, as attesting witness, on behalf of the City, to enter into a sponsorship agreement with Chen Neighborhood Medical Centers of South Florida, LLC, in substantial conformity with the agreement attached and made a part hereof as Exhibit “1”, to become a Hialeah Pillar Partner, and be designated the Official Health and Wellness Partner of the Walker Community Center, for a term of three years, with the option to renew for an additional three-year term, under similar terms and conditions, for a total sponsorship fee in the amount of $82,500, and a marketing bundle including on-site, media, internet, and direct-mail advertising opportunities, presentation at special events and programs, VIP parking, presenting sponsor at designated events, signage on Hialeah Transit Buses, in receipt of other promotional items in connection with special events, for the duration of the agreement. Proposed resolution accepting the grant award from the Miami-Dade County Department of Cultural Affairs under the Targeted Initiatives Grants Program, in the amount of $30,000.00, for fiscal year 2017-2018, to support the City’s July 4th celebration and Hispanic Heritage Month Series events; and further authorizing the Mayor and the City Clerk, as attesting witness, on behalf of the City, to enter into a grant award agreement commencing on October 1, 2017 and ending on September 30, 2018, in furtherance thereof; and providing for an effective date. Request permission to utilize State of Florida Contract No. 991-268-11-1- IT Disaster Recovery Services, effective through August 8, 2020, and issue a purchase order to DMS Technology Consultants LLC, for the purchase and implementation of a Disaster Recovery-as-a-Service Solution for all critical systems, for an annual cost of $42,160.32 and an initial set up fee of $3,520, in a total cumulative amount not to exceed $45,680.32. Proposed resolution appointing Fara Alvarez to the Board of Commissioners of Hialeah Housing Authority of the City of Hialeah, Florida a four (4)-year term ending on February 14, 2022. (MAYOR HERNANDEZ) APPROVED 7-0 RESOLUTION NO. 2018-015. 9  REPORT: Motion to Approve Item 4B made by Councilwoman Garcia-Martinez, and seconded by Councilman Hernandez. Motion passed 7-0. 5. UNFINISHED BUSINESS REPORT: NONE 6. NEW BUSINESS • Carlos Barragan, 8879 West 33 Avenue, addressed the City Council with concerns regarding the need for police and fire stations near the Aragon community. Mr. Barragan provided the City Council with a copy of a document titled “The need for Police Station and a Fire Station near our community. Impact fees pay for this cost – Aragon HOA”, which contains signatures. A copy of the document is on file with the Office of the City Clerk. 7. COMMENTS AND QUESTIONS • Councilman Paul Hernandez, announced that the annual 305 Day Block Party at Leah Arts District is scheduled to take place on March 4th, 2018, and spoke regarding a proposed ALF backup generator ordinance. • Council President Casáls-Muñoz spoke regarding the street naming of John Brunetti Sr. and thanked everyone who participated in the 3rd Annual Pig Cook Off - Police vs. Fire. • Michael Morgan, 6361 East 6th Avenue, addressed the City Council in opposition to the rezoning of 12 acres located adjacent to Hialeah Middle School, and provided the City Council with a copy of a letter from Mayor Hernandez to Alberto Carvalho, Superintendent of Miami-Dade County Public Schools. REPORT: A copy of said letter is on file in the Office of the City Clerk. • Marrisa Morgan, 6361 East 6th Avenue, addressed the City Council in opposition to the rezoning of the property adjacent to Hialeah Middle School. • Mirtha Lopez, 730 East 37 Street, addressed the City Council with concerns on blocked alleys due to property owners being allowed to extend their property line. • Francisco Valdes, 681 East 62 Street, addressed the City Council in opposition to the rezoning of property adjacent to Hialeah Middle School. 10  • Maria Barreiro, 5980 East 60th Avenue, addressed the City Council in opposition to the rezoning of the property adjacent to Hialeah Middle School.
