City Council

Minutes of Regular Council Meeting May 21, 2012 at 7:00 p.m. The meeting was called to order by Mayor Larry Haver. The Pledge of Allegiance was repeated by all present. Present were: Council members, Mark Haver, Mick Pocratsky, Ron Beverly, Mike Headley, Ron Jones and Mike Barth; Clerk/Treasurer, Diane Collins; Administrator, Kent Miller and Solicitor, Troy Essex. There were 12 visitors present. Jones moved to approve the May 7, 2012 minutes. Headley seconded. All voted yes. Jones moved to approve two sets of bills totaling $53,143.79. Pocratsky seconded. All voted yes. Zoning Board of Appeals: Minutes of a hearing for a lot split at 360 Meuse Argonne was in council packets. Dr. John Haggerty of CMH was present to ask council to support “Live Smart” , an initiative for a healthy Defiance County. Some goals are to build a bike/walking path, increase healthy activities in the community, and put the Live Smart logo on local restaurant menus. If council is agreeable, Dr. Haggery asked council to show their support by signing the back of the form he presented. Revolving Loan Committee: Met on May 17 to consider a loan and grant to A & P Tool and Arc Solutions. Finance Committee: Jones reported the committee met prior to this meeting to audit the books. Police/Fire/EMS Committee: Mayor Haver announced Police Chief Laurie Szabo’s retirement effective June 30 and Fire Chief Doug Miller’s retirement effective May 9th. Headley stated the the committee unanimously agree that Scott Cramer be appointed the new Fire Chief and we approve the new list of fire dept. officers. The list includes: Deputy Chief, Bruce Hart; Assistant Chief, Travis Phillips; Captain, Mike Tomecek; Captain, Stacy Lemper; Lieutenant, Josh Metz; and Lieutenant, Brent Neidhardt. Headley included in the report that the committee is recommending that we hire Leiutenant, Doug Willis as the new Police Chief. It was noted that the committee looked into the residency requirement for the Police Chief. Beverly suggested that we require our police and fire employees to live in Hicksville Township. Water/Sewer/Refuse: Pocratsky asked council members to meet at 5:30 May 22 on Haver Drive to have a study session. Administrator’s Report: Miller reported the following: Miscellaneous: Resolution 2012-05 to approve the purchase of radio read meters from EJ Prescott was read by caption only for the second reading. Resolution 2012-06 to approve an Enterprise Zone Agreement with FWT was read by caption only for the first reading. Moved to suspend the rules. Resolution 2012-06 was read by caption only for the second and third reading. Moved to approve. Resolution 2012-07 authorizing the Administrator to sign a funding agreement for a FWT turn lane was read by caption only for the first reading. Moved to suspend the rules. Resolution 2012-06 was read by caption only for the second and third reading. Moved to approve. Ordinance 2012-06 to allow Ohio Gas to maintain a gas distribution system in Hicksville was read by caption only for the first reading. Moved to suspend the rules. Resolution 2012-06 was read by caption only for the second and third reading. Moved to approve. Ordinance 2012-07 to loan/grant RLF funds to A & P Tool and Arc Solutions was read by caption only for the first reading. Moved to suspend the rules. Resolution 2012-06 was read by caption only for the second and third reading. Moved to approve.
