City Council

Special Council Meeting September 10, 2014 at 5:00 p.m. The meeting was called to order by Mayor Larry Haver. The Pledge of Allegiance was repeated by all present. Present were: Council members Ron Beverly, Mick Pocratsky, Mike Barth, Ron Jones, Michael Headley and Mark Haver; Solicitor, Troy Essex; and Clerk/Treasurer Diane Collins The council meeting was advertised to authorize a contract between Buckeye Ohio Risk Management Association (BORMA) and Chapman, Inc. for health care benefit consulting services. Resolution 2014-17 to authorize a contract between Buckeye Ohio Risk Management Association (BORMA) and Chapman, Inc. for health care benefit consulting services was read by caption only for the first reading. Jones moved to suspend the rules. Headley seconded. All voted yes. Resolution 2014-17 was read by caption only for the second and third readings. Barth moved to approve. Pocratsky seconded. All voted yes. Beverly stated he checked his sources and it is legal to go into an executive session during a Special Council meeting so he moved to go into executive session for the following three purposes: Possible land purchase, personnel and Economic Development. (5:03 p.m. – 5:23 p.m.) Collins left the meeting due to a conflict of interest. Upon noticing several additional people sitting in the meeting room Collins inquired if they were back in regular session. She was told the meeting was over and they were in a committee meeting. Collins was told the vote to go out of executive session was a follows: Returned to regular session. Headley moved to return to regular session. Pocratsky seconded. All voted yes.
