Special Council Tuesday, May 27, 2014 at 5 p.m. The meeting was called to order by Mayor Larry Haver with the purpose of considering the passage of a resolution to authorize Mayor Haver to apply for a grant from Rural Development, United States Department of Agriculture to assist in the extension of Industrial Drive. The Pledge of Allegiance was repeated by all present. Present were: Council members Mark Haver, Mike Barth, Ron Beverly, Mike Headley and Mick Pocratsky; Solicitor, Troy Essex; and Clerk/Treasurer, Diane Collins. Council member, Ron Jones and Administrator, Kent Miller were absent. Jerry Hayes and Paige VanderSluijs from the Defiance County Economic Development office were also present. Information gathered by Jerry Hayes on May 14, 2014 gave the following funding plan: JobsOhio 629 Roadwork Program $150,000. ODOT Jobs and Commerce Grant $50,000. USDA Rural Enterprise Grant Program $200,000. Local funding from Hicksville and Defiance Co. $100,000. Hayes reported during the meeting that the JobsOhio people said they will authorize $100,000. He will be speaking to ODOT Jobs & Commerce tomorrow to see what they may put in. Matt Davis of Maumee Planning Organization is filling out a grant application for the USDA Rural Enterprise Grant. Solicitor, Troy Essex prepared a resolution similar to the sample Rural Development sent to us for the last regular council meeting. He is attempting to find information to certify that the Village of Hicksville was properly organized when it was incorporated. It was noted the JobsOhio 629 Roadwork Development Program generally allows two years to complete a project. Resolution 2014-07 was read by caption only for the first reading. Pocratsky moved to suspend the rules. Beverly seconded. All voted yes. Resolution 2014-07 was read by caption only for the second and third readings. Beverly moved to approve. Headley seconded.
