TECHNICAL COORDINATING COMMITTEE
January 26, 2016
TCC MEMBERS PRESENT: Greg Venable, Guy Cornman, Chuck George, Mark
McDonald, Bryan Fulbright, Carrie Spencer, Heidi Galanti, Pat Ivey, Mark Kirstner,

Mark McDonald called the meeting to order. He asked everyone to introduce
themselves.

Item 1: Consideration of the November 17th TCC Meeting Minutes.

Item 2: Consideration of the 2016 TCC Schedule.
The proposed 2016 TCC schedule is below. The TCC will meet on the third Tuesday of each
month with the exception of July and December. Meetings may be cancelled if there are no
action items or information to discuss. The TCC will meet at High Point City Hall in the
third floor conference room at 2:00 pm. Greg understands that there are some conflicts but
he stated that we can try this schedule out for a while and if it does not work it can be
changed.

Item 3: Recommendation to the TAC to release the Draft 2016-2017 Unified
Planning Work Program for public review and comment.
The Draft 2016-2017 UPWP is the work plan for the MPO for the upcoming fiscal year. As
part of the Public Participation Policy for the MPO the Draft UPWP must be available for a
minimum 30 day public review and comment period. At the conclusion of the comment
period a public hearing will be held at a regularly scheduled TAC meeting. The public
comment period provides time for the TAC and the general public to review the document
and make comments to MPO staff. This will go out for public review on February 8 and will
come back March 11. This document will be approved at the March meeting. There is a new
format that NCDOT wants the MPO’s to use. The total budget for the upcoming year is
approximately $589,000 in PL funds. This is a slight increase from last year so the local
match amounts have increased slightly.

Item 4: Recommendation to the TAC to approve the amendments to the 2016-
2025 MTIP.
These amendments are due to additional funding of approximately $1.6 million from the
State for a ten year period. The Jamestown bypass has been moved up from 2025 to 2019
for construction with completion expected in 2022. There is an air quality component to
these amendments so we will have to amend the MTP.

Item 3: Consideration to amend the TCC Bylaws.

Attachment 1
The first step in changing the meeting time is a change to the TCC bylaws. The language
has been changed to the TCC will meet when it is deemed appropriate and advisable. So
the bylaws will not have to be changed again a specific date was not put in. The TCC
members are not required to attend the TAC meeting. This will be left up to the
discretion of the members. The meeting schedule will be reviewed and adopted at the
TAC meeting.

Item 4: Consideration to change the TCC meeting date and time for 2016.
Tabled to January meeting.
Discussion
Item 5: SPOT 4.0
NCDOT has now opened the window for new project submittal for SPOT 4.0. MPOs
and Divisions have until November 20th to submit all new projects. HPMPO staff will be
entering new projects in the system over the next few weeks. Over the next few months
Greg will present information on the methodology and point assignments. The State will
release the scores for the regional projects in April, 2016 and division projects in August,
2016.
