ACTION ITEMS Item 1: Motion to move SPOT discussion to last agenda item in meeting. Motion by: Guy Cornman Seconded by: Jeff York Vote: For: Unanimous Against: None Item 2: Consideration of the January 26, 2016 TCC Meeting Minutes. The minutes were approved. Motion by: Guy Cornman Seconded by: Diane Hampton Vote: For: Unanimous Against: None Item 3: Recommendation to the TAC for approval of the amendments to the 2016-2025 MTIP. There are four STIP additions and one STIP modification that are being recommended for TAC approval. Scott Rhine from PART has some projects that he would like to include in the amendment to the TAC. There are two projects on the list for replacement buses that are 1  Attachment 1 using funding from NCDOT not the MPO. The first projects funding originated from FTA section 5339 funding which will be transferred into the 5307 program for FTA grant purposes. Funding for the second project will go directly through NCDOT which will go through partner direct. These grant funds need to be recorded in the local TIP. There are also two projects on the list that are being funded through CMAQ funds which came through the HP MPO “Call for Projects” and have already been approved by HP MPO. The first project is to implement a new Palladium circulator in North High Point beginning in 2017. The funds will be an 80/20 split. The second project is for a replacement bus. Motion by: Roger Jones Seconded by: Diane Hampton Vote: For: Unanimous Against: None MPO Reports Item 4: NCDOT Division Reports Division 7 No one was present. Report is in the packet. Division 8 Darius Sturdivant reported that the Project St. Bridge Replacement over Business 85 is 34% complete. There are two SPOT safety traffic signal upgrade projects. One is at the intersection of NC 62 and Finch Farm Rd. and the other is Trinity Rd. and Archdale Rd. The signal at Trinity Rd. and Archdale Rd. is complete and operational. The restriping at NC 62 and Finch Farm Rd. has been delayed due to weather. The Board of Transportation just approved funds for the I-73 Pavement Rehabilitation Project. There are also two bridge replacement projects and another pavement rehabilitation project on the list. Greg brought up the fact that at the scope meeting for the Archdale Rd. there was some concern about the traffic numbers being low for the type of widening to be done. There was some discussion about to get together with the staff working on the Surrett Dr. Project and conduct a combined feasibility study. Division 9 Diane Hampton reported that utility relocation is underway for the replacement bridge project over Business 85. There are several bridge projects and resurfacing projects. The Hickory Tree Rd. left turn land project is currently advertised for bid. The widening of NC 8 which will tie into the interchange project in Lexington will be let in 2019. Item 5: Triad Air Awareness Lorelei Elkins reported that there are a couple of grant opportunities from the NC Clean Energy Technology Center at NC State. She encouraged everyone to take a look at a 2  Attachment 1 webinar series, Advancing a Sustainable Highway System. The registration is open for the NC Breathe Conference taking place in Charlotte on April 8. The conference deals mainly with the medical implications of poor air quality. Item 6: NCDOT Transportation Planning Branch No one was present. Item 7: Hitran No one was present. Item 8: PART Scott Rhine reported that the phase two Freight Planning kickoff took place last week. The first phase was inventory of the region and the second phase will be on model design structure and the third phase will be on travel diary. The purpose of the freight phase is to incorporate a tour based model into the travel demand model. We will be the first in NC to have this tour base freight travel demand model. The first phase was started with Federal Highway funds. There are some new vanpool vehicles in the PART fleet. PART has been working with Division 9 on the Business 40 closure project. PART just kicked off an analysis of Davidson County Transportation with regard to growth. Information Items Item 9: Discussion on the prioritization process for the High Point MPO and the SPOT 4.0 Schedule. Greg Venable discussed the prioritization process and reviewed the SPOT 4.0 schedule. Discussion There was no other business. The meeting was adjourned. 3
