Information Items
Item 3: SPOT 4.0
John reviewed the SPOT process. Staff received the SPOT scores from the State a few
weeks ago and they have been distributed out to local libraries for public review and
comment on the methodology that was used and the score rankings. John reviewed the
top five ranked highway projects, the top three bike and pedestrian projects and the top
two rail projects. The TAC vote counts for 40%, congestion 20%, safety 20%
accessibility 10% and freight 10% for a total of 100%. There is a total of 1600 points for
regional projects and 1600 points for division projects. The next step is to meet with the
Division Offices to discuss how to maximize the regional points with the division points.
MPO Reports
Item 5: NCDOT Division Reports
Division 7
Ed Lewis reported that the design and bid document preparation for the ped
improvements on N. Main and Lexington Ave. are in progress and the signal plans have
been approved. They were hoping to have a public workshop on the I-74/US 311 and NC
68 interchange early in 2016 but they are waiting on a noise wall study.
Division 8
Darius Sturdivant reported that the Prospect St. Bridge Project is 40% complete and is
scheduled to be completed in March of 2017. The safety project at the intersection of NC
62 and Finch Farm Rd. was completed as of April 1, 2016. Darius has confirmed with
SPOT and Programming that if the traffic study comes back and shows that a 4 lane is
not needed then it will be constructed as a 3 lane. The interchange at I-85 and S. Main St.
in Archdale is in the current STIP and the feasibility study is complete but has been
shelved until Right of Way cost is received.
Division 9
Diane Hampton reported that replacement bridge over Business 85 in Lexington is just
now getting underway. The bridge will stay open during construction.
Item 5: Triad Air Awareness
No one was present.
Item 6: NCDOT Transportation Planning Branch
Wayne Davis was late and did not give a report.
Item 7: Hi tran
No one was present. Mark stated that Angela is making good progress with the purchase
of our next fleet of busses. Delivery is expected at the end of this year or first part of
next year. Information has also been submitted for some additional grant funding for

some improvements to the transportation terminal and a building at the Hi tran facility to
accommodate the para transit operations.
Item 8: PART
Mark Kirstner reported that the Triad Commute Challenge was very successful.
Discussion
Item 9:
Ken Gilland and Emaly Simone from Baker Engineering gave a presentation on project
U-5864 – Surrett Drive Widening Project.
There was no other business. The meeting was adjourned.

variety of capacities that support the development,
implementation, marketing, and promotion of programs
and services that support the use of alternatives to
driving alone. Her responsibilities at PART include the
oversight of the Commuter Resources department May is National Bike to Work Month
including the Call Center, Vanpool Program, and
Business Development and Outreach Efforts. If the average person biked once every 2 weeks instead
