Item 2: Recommendation to the TAC for approval of the Self Certification
process.
Every year, prior to adoption of the Unified Planning Work Program, the MPO is
required to certify its planning process and its compliance with various federal
regulations including the Clean Air Act, the Civil Rights Act, the Americans with
Disabilities Act, and the federal transportation authorizing legislation. The certification
states that the MPO is in compliance with all federal requirements and is carrying out its
planning process in the appropriate manner. The resolution is a necessary prerequisite for
adoption of the UPWP.

Item 3: Recommendation to the TAC for approval of the 2016-2017 Unified
Planning Work Program.
The UPWP is the MPO’s annual budget and work plan. It lists the planning tasks that staff
expects to perform and the work products that we expect to produce during the fiscal year.
Our fiscal year runs from July 1st through June 30th of next year. The work program consists
of three major divisions: surveillance of change, long-range planning, and administration.
Each major division includes several line items under which the MPO can perform work.
Each line item includes explanatory text describing the customary work items for the line
item, the rationale for performing the work, how much money we plan to spend on the line
item and the work products that the MPO expects to produce during the upcoming year. The
UPWP also includes a series of tables showing the sources of the funds used, the amount of
federal funds used, the amount of the local match, and total expenditures for each line item
from each funding source. The public had at least thirty (30) days to review and comment
on the UPWP. No public comments were received. Greg stated that a change was made
to the funding amounts. As a result of a carryover from this fiscal year to next fiscal year
some additional funding was added to the planning study. The MPO originally budgeted
$280,000 for special studies and $70,000 local match for a total of $350,000. We had
$200,000 in there originally but we are carrying over $150,000 that we had programmed
for this fiscal year. Jamestown will possibly be using some of those funds. The MPO is
also going to be conducting a bike plan. Greg stated that if there are any additional
studies that the jurisdictions would like done they can be looked at.

Division 7
Ed Lewis reported that the projects in Division 7 are moving along.

Division 8
Darius Sturdivant reported that there are several resurfacing projects that are scheduled to
start in April. The Prospect St. bridge replacement project over Business 85 is 36%
complete. The SPOT safety project to update the traffic signal at NC 62 and Finch Farm
Rd. is expected to be completed by the middle of April. The Archdale Rd. widening
project has been segmented in the segments A & B. The Randolph County (segment A)
portion from Robbins Country Rd to the Guilford County line is funded. The remaining
segment (segment B) from the Randolph County line to Main St. is unfunded. There has
been discussion about down scoping the project to a 3 lane project.
Division 9
Diane Hampton reported that the US 52/I-85 Business project is expected to be
completed by the end of March. The bid opening for the turn lane at Hickory Tree Rd.
and Mendenhall Rd. has taken place and they are awaiting documents for award. There
was a public meeting in January on the Business 85 crossover between Thomasville and
Lexington. Some suggestions for modifications were received and are being reviewed.
Item 5: Triad Air Awareness
No one was present.

No one was present.
Item 7: Hitran
Angela had nothing to report.
Item 8: PART
Mark Kirstner reported information on the Commuter Dash which is a transportation
demand management program and project that takes place yearly to raise awareness
about the different forms of transportation. The 5K race will take place in Triad Park this
year. PART’s service on route 4 was recently modified through some funds from the
Burlington/Graham MPO. This route was originally set up to provide medical trips from
the Triad area to Chapel Hill and Duke. Due to the modifications and the addition of a
connection with Triangle Transit in Mebane ridership has gone from 300 a month to over
1200 a month. The UNC hospital in Chapel Hill offers their employees free transit. Now
that High Point has a UNC owned hospital Mark would like Angela and the MPO staff to
look into whether this is something that can be provided to the other UNC branches.
Discussion
Greg stated that there will be a two of presentations at the TAC meeting on March 22.
DOT voting will take place after the TAC meeting is adjourned. The TAC meeting will
start at 9:00 am instead of 10:00 to give the TAC members time to vote.
There was no other business. The meeting was adjourned.
