Item 2: Recommendation to the TAC of amendments to the 2020-2029 MTIP.
John Hanes reported that there was two additions to the 2020-2029 MTIP; HE-0008 (US
64 in Davidson County) and HL-0060 (High Point signal system retiming study). There
were also several modifications to statewide projects in the 2020-2029 MTIP.

Item 3: Recommendation to the TAC for approval of Section 5307 Funding
Allocation.
Andrew Edmonds reported that a request to the NCDOT Integrated Mobility Division
had been sent to allocate FFY22 Section 5307 to the following recipients:
Guilford County - $100,000
Davidson County - $300,000
PART – $900,000
High Point - $2,884,618

Item 4: STIP Format and P7.0 Schedule Update
Greg gave an update on the STIP and P7.0 schedule. TAC and TCC members were
emailed a spreadsheet from Van Argabright that updated the P7.0 schedule as well as
project list and funding.
Item 5: Bus and Bus Facilities Letter of Support
Andrew reported that FTA announced that there would be $372 million available for
transit agencies for FY22. High Point Transit System had requested letters of support
(included in packet) for four project applications submitted on May 31st: 1) Five Points
Transfer Hub, 2) an operator training facility, 3) an addition to the maintenance facility,
and 4) a new vehicle to replace aging fleet.
Item 6: Bipartisan Infrastructure Law Opportunities & Safe Streets for All
Andrew gave a presentation of the BIL and Safe Streets for All program. Included in the
presentation was an overview of the BIL legislation, key programs for roads, bridges, and
transit for area stakeholders, detailed for information about the Safe Streets for All
program, and review of key planning provisions and programs.

Update on STIP format and P7.0 process. Below are following key items:
• All project swaps must be agreed to by NCDOT and the MPO(s)/RPO(s), with
documentation of the agreement provided to the appropriate STIP Manager by
Friday, March 17th, 2023.
• NCDOT Divisions will hold public drop-in sessions this fall. The specific dates have
not yet been determined but are anticipated in the September/October timeframe.
• The Final 2024-2033 STIP is anticipated to be presented to the Board of
Transportation for approval in May 2023.

Piedmont Authority for Regional Transportation July 2022
Explore With Express.
This month we will look at PART’s route 17 Kernersville Express. Starting at 6 AM and winding down at 7:40
PM ... this route is geared for work! It connects people with Greensboro, Kernersville, and Winston-Salem. It
goes non-stop all day to ensure customers’ needs are met. As with all PART Express services, our goal is to
get people where they need to go. And work and medical care are certainly high on our priority list. You can
understand why this is an essential route for our community by referencing the map below!
Get To Know Your MPO!
PART talks a lot about transportation planning ... and we are ‘on the
road again’ preparing to gather data! This time for our MPOs. An MPO
is a Metropolitan Planning Organization that is a federally mandated
and funded transportation policy-making organization. They are
made up of representatives from local government and governmental
transportation authorities. MPOs were created to ensure regional
cooperation in transportation planning. Sound boring and too much
like ‘government’? Broken down, an MPO consists of your neighbors
working to improve our local community’s transportation options!
We have four regional MPOs participating in an essential project
kicking off this Fall, and we will be looking for you, our neighbors,
to help us plan! This project will be specific to the Triad region,
and participating MPOs are Burlington/Graham, Winston-Salem,
Greensboro, and High Point, as well as PART.
The Triad Region Household Travel Survey is coming out this Fall.
MPOs need accurate information about how people get from place
to place to ensure that transportation funds are spent where they are
needed most.
Residents of our region can make a difference.
Participation by regional residents through a travel model survey
will help build a complete picture of local and regional transportation needs. This allows decision-makers to more
effectively target transportation improvements and gives residents a voice in the decision-making process.
Every household we invite will be essential.
Each invited household will represent many other similar households across the region. Regardless of the number
of trips made or whether someone travels by car, bus, bicycle, or other means, their input will be vital. We need
everyone to know that this is critical to ensuring our region is prosperous and efficient for years to come!
We will provide additional information in the coming months and offer participants cash incentives to
participate.

We Have Options!
The Surry County Commissioners’ plan to eliminate their membership in PART went through, and PART ran our last
trip into Surry County on June 30th. We said goodbye to our regular riders and made a commitment to come up with
solutions to help them with their transportation needs. We were told by current riders that have been left with little to
no commuting options. Jumping in with a solution, Scott Rhine, PART’s CEO, put a plan into action. Utilizing resources
already available to PART, we implemented a special rate to join our Vanpool Program for Surry County residents. As a
result, we are able to offer 50% off our standard fees to get riders into Vanpools and get them where they need to go
through December 2022.

Survey Says ...
Our Randolph County survey results are in, and we have excellent data to drive us forward. With 394 responses
received, we got a good look into the transportation issues facing Randolph County citizens. We learned that while over
65% of our respondants were familiar with RCATs (Regional Coordinated Area Transportation System) and PART, out
of that 65%, 47% were unfamiliar with how to use
the serivce. Moving forward, we will be able to utilize
that result to help better inform citizens of Randolph
county about their mobility options. We also learned
that 70% of respondents would like a service going
into the NC Zoo, and over 80% answered yes, or
maybe, that they would like a city bus circulator. There
was much more data gathered, and our partners will
be receiving the results of the survey this week. And ...
as a result, PART will be taking our current Randolph
Express Service to the NC Zoo, starting in August!
Collaboration was key to our success. We partnered
with the City of Asheboro, RCATs, Asheboro YMCA,
Asheboro Housing Authority, Randolph County,
Randolph County Senior Services, and Randolph
Community College.
National Express Hires A New General Manager
David Bonner is the new National Express GM for the PART operators
contract. David started here in Greensboro last month and came from SC,
where he spent decades in the transportation industry. Join us in welcoming
him as we look forward to the experience he brings to help us better serve
our riders.
