John Hanes reported that there was one modification to the 2020-2029 MTIP; C-5700, Oakdale Road sidewalk extension in Jamestown. Construction is being delayed from FY 22 to FY 24 to allow additional time for design. Andrew Edmonds reported that this is a request by the City of High Point to amend the 2020-2029 MTIP to include funding for the High Point RAISE project. It should be noted that what is being presented is a revised funding table from what is shown in your packet. After coordination with the STIP Management Office, the revised table shows PE and ROW to be included in the parent STIP number with construction of the two components of the project to be split as A and B. The STIP Management Office also assigned $200,000 of previously allocated Spot Safety funds towards the project. Motion by: Roger Jones Seconded by: Heidi Galanti Vote: For: Unanimous Against: None Item 4: Recommendation to the TAC for the approval to the 2020 -2029 MTIP to incorporate FY22 Section 5307 Appropriations Andrew Edmonds reported that this is a request by PART to amend the 2020-2029 MTIP to incorporate revised 5307 funding amounts. Section 5307 funds are federal formula funds available for transit capital and operating assistance. TAC approved a split- allocation of FY22 5307 funds this past June, now PART is requesting an update to the MTIP to align with the amount of funds applicable to PART for an upcoming FTA grant. Motion by: Fred Haith Seconded by: Heidi Galanti Vote: For: Unanimous Against: None Information Items Item 5: Carbon Reduction Program call for project and development of evaluation criteria. 3  Attachment 1 Andrew Edmonds reported that with the introduction of the Carbon Reduction Program in the Bipartisan Infrastructure Law, additional funds have been made available to the High Point MPO to assist in funding projects that reduce transportation emissions. For FY22, High MPO will receive an allocation of $372,874. The federal share of CRP projects is 80% and there is a minimum project cost of $100,000. MPO staff are opening a call for eligible CRP projects until end of business Wednesday October 12, 2022. Additionally, staff are in the process of developing an evaluation criteria to ensure equitable distribution of funds in the event that project needs outweigh available funding. This set of evaluation criteria is still under development, but it can be later utilized for additional rounds of funding. Agency Reports Item 4: NCDOT Division Reports Division 7 Stephen Robinson reported there was nothing to add from was in the report in the packet. Stephen mentioned that Division 7 hosted a drop-in session the prior week for the new draft STIP. Division 8 Bryan Kluchar reported there are no changes from the report in the packet. Bryan added that Division 8 will be hosting their drop-in session for the draft STIP this week. He added that comments can be provided online until October 8th. Division 9 Fred Haith reported that the Division 9’s public comment period for the draft STIP is October 3rd to October 7th. Fred reported there is nothing to add to the report in the packet. Item 5: NCDOT Transportation Planning Branch Report Michael Abuya has nothing to report. Item 6: NCDOT Integrated Mobility Division Report Alex Rottenberry shared information about the development of NCDOT’s Transportation Disadvantage Index (TDI). This tool utilizes ACS data from the Census Bureau to look at variables such as carless households, concentrations of persons with low income, concentrations of mobility impairments, concentrations of youth, concentrations of seniors, and concentrations of Black, Indigenous, and people of color. These variables in of themselves don’t reflect anything but with higher concentrations of some of these variables it may be an indicator that an area may have a Transportation Disadvantage. 4  Attachment 1 This will serve as a tool in the toolbox when thinking about the placement or impact of a transportation project. Alex hopes to come back at a later date to demonstration the tool but today he shared a recording and presentation of an introduction to the tool. Phillip Craver asked for a point of information regarding a meeting at the Division 7 office to discuss P7.0 and discuss projects from the draft STIP on October 12th. Phillip also advised that the P7.0 workgroup has meetings scheduled every month until May 2023. After May, the P7.0 workgroup’s recommendation will go to the Transportation Board. The Transportation Board is anticipated to adopt those recommendation in Summer 2023. Item 7: FHWA Report Suzette Morales reported the Census Bureau has come up with new definitions for what’s considered an urban area. This definition will be used with the 2020 Census to identify the MPO and TMA boundaries. The Census Bureau has posted a Frequently Asked Questions section on their website. This states the new definition should be anticipated by the end of the year. Item 8: Public Transportation Reports High Point Transit System Greg Venable reported that City of High Point Council passed an agreement with Guilford County Schools to provide transportation to middle and high school students. Davidson County Transportation Richard Jones reported that Davidson County Transportation is still in the process of becoming a direct recipient. RCATS Tawanna Williams had nothing to report. PART Mark Kirstner reported ridership at PART is fairly consistent with other agencies in that they are holding steady at 60% of ridership pre-COVID. He believes the next six months will be about identifying new markets. Mark also shared the Household Travel Survey. This survey will be an invitation survey administered by consultants to sample demographics in the area. Mark asked for help in spreading information about the survey to ensure the public understands its safe and the importance of responding to the survey. Mark also shared that there is a pilot survey available to help give feedback about the Household Travel Survey. Mark also reported that the Growth Allocation and Scenario project is continuing on. The team has done an unofficial run of the socioeconomic data 5  Attachment 1 given all of the work that’s done to date. The Travel Demand Model team will take that data and conduct a comparison of the results. Mark shared a graphic of the scenario model coverage in the Piedmont Crescent. Item 9: Other Business Stevie Cox reported Trinity City Council just approved moving forward with SME to develop a Comprehensive Plan. Stevie stated that they were going to coordinate with Thomasville and Archdale to analyze the regional transportation network issues and growth allocation. These performance measures are: 1. Number of fatalities 2. Rate of fatalities per 100 million vehicle miles traveled 3. Number of serious injuries 4. Number of combined non-motorized fatalities and non-motorized serious injuries These targets serve as a continuous and systematic quantifier to analyze the performance of the North Carolina Highway Safety Improvement Program. The ultimate goal is to reduce the number of traffic crashes, injuries, and fatalities by reducing the potential for and the severity in public roadways. The goal of the most recent 2019 Strategic Highway Safety Plan is to reduce fatalities and serious injuries by 2035, moving towards zero by 2050. Safety performance targets are established annually and are based on five-year rolling averages of their respective data set. Per FHWA guidance, MPOs must establish safety performance targets no later than February 27th of each year. MPO staff are recommending approval of safety measure targets for 2023 that are consistent with NCDOT targets. Information about the safety performance measures is included in the meeting packet. These performance measures are: 1. Number of fatalities; 2. Rate of fatalities per 100 million vehicle miles traveled; 3. Number of serious injuries; 4. Rate of serious injuries per 100 million vehicle miles traveled; and 5. Number of combined non-motorized fatalities and non-motorized serious injuries. These targets are established annually, are based on 5 year rolling averages, and are for calendar years. North Carolina state targets are set in agreement with our Strategic Highway Safety Plan (SHSP) goals. The SHSP goals are developed through collaborative efforts of a diverse group of stakeholders including state, regional, and local partners (including MPOs). The goal of the most recent (2019) SHSP is to reduce fatalities and serious injuries by half by 2035, moving towards zero by 2050. North Carolina Safety Performance Target Achievement Determination Earlier this year, FHWA completed an assessment of target achievement for NCDOT’s calendar year (CY) 2020 safety targets, based on the 5-year averages for 2016-2020 for each measure. However, coordination and deliberate action will be needed to achieve the goals outlined in the NC Strategic Highway Safety Plan and as communicated through the safety performance targets. We encourage additional coordination between MPO’s and NCDOT Traffic Safety Unit in all areas of safety, but specifically in data sharing, safety tools development, safety need identification and shared safety project implementation. The Traffic Safety Unit is available to meet with your MPO for additional discussion and partnership. FHWA guidance allows each MPO to establish safety performance targets by either agreeing to plan and program projects so that they contribute toward the accomplishments of the State DOT performance targets or committing to quantifiable HSIP targets for their specific MPO area. If an MPO establishes its own targets, it will need to do so in coordination with the State per FHWA guidelines. The Traffic Safety Unit is available to facilitate this coordination. As a reminder, MPOs must establish safety performance targets no later than February 27 of each year per FHWA guidance. Please transmit a signed adoption resolution indicating the establishment of safety targets for your MPO or supporting the state’s targets to Daryl Vreeland (dvreeland@ncdot.gov) in the Transportation Planning Division just as you have in previous years. BKM\bgm cc: Jamal Alavi, PE, CPM Daryl Vreeland, AICP George Hoops, PE Shawn Troy, PE Brian Murphy, PE 14 High Point RESOLUTION ENDORSEMENT OF TARGETS FOR SAFETY PERFORMANCE MEASURES ESTABLISHED BY NCDOT Archdale WHEREAS, the High Point Urban Area Metropolitan Planning Organization (HPMPO) has been designated by the Governor of the State of North Carolina as the Metropolitan Planning Organization (MPO) responsible, together with the State, for the comprehensive, continuing, and cooperative transportation planning process for the MPO’s Denton metropolitan planning area; and; WHEREAS, the Highway Safety Improvement Program (HSIP) final rule (23 CFR Part 490) requires States to set targets for five safety performance measures by August 31, Jamestown and; WHEREAS, the North Carolina Department of Transportation (NCDOT) has established targets for five performance measures based on five year rolling averages for: Lexington (1) Number of Fatalities, (2) Rate of Fatalities per 100 million Vehicle Miles Traveled (VMT), (3) Number of Serious Injuries, (4) Rate of Serious Injuries per 100 million VMT, and (5) Number of Non-Motorized (bicycle and pedestrian) Fatalities and Non-motorized Serious Injuries, and; Thomasville WHEREAS, the NCDOT coordinated the establishment of safety targets with the 19 Metropolitan Planning Organizations (MPOs) in North Carolina continually through outreach conducted by NCDOT’s Mobility and Safety Group and; Trinity WHEREAS, the NCDOT officially establishes and reports the safety targets in the Highway Safety Improvement Program annual report by August 31, of each year and; Wallburg WHEREAS the MPO’s may establish safety targets by agreeing to plan and program projects that contribute toward the accomplishment of the State’s targets for each measure or establish its own target within 180 days of the State establishing and reporting Davidson its safety targets in the HSIP annual report. County NOW THEREFORE, BE IT RESOLVED, that the High Point Urban Area Metropolitan Planning Organization (HPMPO) Transportation Advisory Committee (TAC) agrees that by approval of this resolution applicable references are hereby added to the Forsyth 2045 MTP adopted August 27, 2020, and the 2020-2029 MTIP adopted January 28, 2020, County and that program projects that contribute toward the accomplishment of the State’s targets as noted below for each of the aforementioned performance measures: 1. For the 2023 Highway Safety Improvement Plan (HSIP), the goal is to reduce total Guilford fatalities by 19.57 percent from 1,494.8 (2017-2021 average) to 1,202.2 (2019- County 2023 average) by December 31, 2023. 2. For the 2023 Highway Safety Improvement Plan (HSIP), the goal is to reduce the fatality rate by 20.95 percent from 1.279 (2017-2021 average) to 1.011 (2019-2023 Randolph average) by December 31, 2023. County 15  3. For the 2023 Highway Safety Improvement Plan (HSIP), the goal is to reduce total serious injuries by 30.19 percent from 4,903.4 (2017-2021 average) to 3,423.0 (2019-2023 average) by December 31, 2023. 4. For the 2023 Highway Safety Improvement Plan (HSIP), the goal is to reduce the serious injury rate by 31.75 percent from 4.195 (2017-2021 average) to 2.863 (2019-2023 average) by December 31, 2023. 5. For the 2023 Highway Safety Improvement Plan (HSIP), the goal is to reduce the total nonmotorized fatalities and serious injuries by 26.52 percent from 637.2 (2017-2021 average) to 468.2 (2019-2023 average) by December 31, 2023.
