Attachment 1 TECHNICAL COORDINATING COMMITTEE Meeting Minutes January 16, 2024 CALL TO ORDER The meeting was called to order at 2:00 PM on January 16, 2024, in the Third Floor Conference Room of the City of High Point Municipal Building by Greg Venable. TCC MEMBERS PRESENT: Michael Abuya, Stevie Cox, Andrew Edmonds, Chuck George, Fred Haith, Mark Kirstner, Bryan Kluchar, Suzette Morales, Chad Reimakoski, Greg Venable (Chair), Matthew Wells HPMPO STAFF PRESENT: Gwen Ford (Minutes Taker) OTHERS PRESENT: Phillip Craver, Richard Jones, John Kim, Roosevelt Monroe, Snow Ou, Stephen Robinson, Alex Rotenberry, Nishant Shah, Dawn Vallieres PUBLIC COMMENT PERIOD No comments CONSENT AGENDA Item 1: Consideration for approval of the November 2023 TCC minutes Item 2: Recommendation to the TAC for approval of amendments to the 2024-2033 MTIP Mark Kirstner made a motion to approve the consent agenda. Matthew Wells seconded the motion. The motion passed unanimously. ACTION ITEMS Item 3: Recommendation to the TAC for approval to release the DRAFT 2024-2025 UPWP for public review Matthew Wells made a motion to approve the schedule. Mark Kirstner seconded the motion. The motion passed unanimously. Item 4: Recommendation to the TAC to approve the PRTM 2022 Base Year SE data Michael Abuya made a motion to approve the recommendation. INFORMATION ITEMS Item 5: FY24 CMAQ and FY24 CRP call for projects Andrew Edmonds reported that the project submittal window for FY24 CMAQ and FY24 CRP projects will be open until March 1, 2024. AGENCY REPORTS Item 6: NCDOT Division Reports Division 7 Chad Reimakoski presented project updates as included in the agenda packet. Division 8 Bryan Kluchar presented project updates as included in the meeting agenda packet. Division 9 Fred Haith and Phillip Craver presented project updates as included in the meeting agenda packet. Item 7: NCDOT Transportation Planning Division Report. Michael Abuya reported that there were no updates. Item 8: NCDOT Integrated Mobility Division. Alex Rotenberry reported about the Bicycle Helmet Initiative and Bike/Ped Multimodal Plan application process. Item 9: Federal Highway Administration Report. Suzette Morales presented FHWA updates. Item 10: Public Transportation Reports High Point Transit Greg Venable reported updates. Davidson County Transportation Richard Jones reported updates. RCATS No representative present. PART Mark Kirstner provided updates. Item 11: High Point MPO Director’s Report 2 Attachment 1 Andrew Edmonds reported that the HPMPO was awarded a Safe Streets for All Safety Action Plan grant; the 2024 NC Transportation Summit will be in Greensboro on May 21-22; the NCAMPO conference will be in New Bern on April 17-19; ethics filings with local officials.
