Becky Smothers read the Ethics Awareness and Conflict of Interest Reminder. No one had any conflicts. Item 2: Public Comment Period Becky opened up the public comment period. No one spoke. Becky closed the public comment period. ACTION ITEMS Item 3: Consideration of the October 24, 2014 TAC meeting minutes. There was no change to the minutes. Motion by: Cheryl McQuery Seconded: Larry Warlick Vote: For: Unanimous Against: None 1 Attachment 1 Item 4: Consideration of the amendments to the High Point MPO Metropolitan Transportation Improvement Program (MTIP). Greg stated that the amendments are included in the TAC packet. There has been a delay in construction on project B-3159 from FY15 to FY16 to allow additional time for ROW and Utilities. Motion by: Jim Myers Seconded: Cheryl McQueary Vote: For: Unanimous Against: None Item 5: Consideration of a resolution of endorsement for the City of High Point’s application for a pedestrian planning grant from NCDOT. The City of High Point is submitting an application to NCDOT for a pedestrian planning grant. As part of the application process the City is requesting a resolution of endorsement from the MPO. The North Carolina Department of Transportation has established a Bicycle and Pedestrian Planning Grant Fund which provides funding to develop master plans which promote bicycle and pedestrian modes of travel, increase community benefits of pedestrian and bicycle transportation, and encourage citizen participation in these modes of travel. The City of High Point recognizes the many benefits that pedestrian facilities such as sidewalks and trails bring to the town’s citizens. The City of High Point is a member jurisdiction of the High Point Metropolitan Planning Organization and is required by Title 23 of the US Code to include pedestrian and bicycle facilities planning in its Long Range Transportation Plan. Motion by: Cheryl McQueary Seconded: Larry Warlick Vote: For: Unanimous Against: None Item 6: Consideration of an amendment and Conformity Determination Report to the Winston-Salem MPO 2012-2018 Metropolitan Transportation Improvement Program (MTIP and the 2035 Long Range Transportation Plan. 2 Attachment 1 The Winston-Salem MPO is amending their FY 2012-2018 Winston-Salem Metropolitan Transportation Improvement Program (MTIP), 2035 Long Range Transportation Plan (LRTP), and Conformity Determination Report. The amendment that requires HPMPO TAC action is TIP project U-2827B – US 421/Business 40 Pavement Rehabilitation project to reflect the preferred alternative selection of Cherry/Marshall for the final interchange configuration. This particular amendment requires a Transportation Conformity Determination. Because the High Point MPO includes a portion of Forsyth County, the High Point MPO must also approve the amendment and associated Air Quality Conformity Determination. The amendment has been out for the required 30 day public review and comment period. Becky suggested a joint board meeting to discuss this amendment. Neal Grimes was voted in as Chairman and Keith Volz was voted in as Vice-Chairman of the High Point MPO. Motion by: Larry Warlick The TAC meetings will take place on the 4th Tuesday of every month. Greg went over the dates. There will be no meeting in July, the November meeting was moved to the 3rd week in November and no meeting in December. Seconded: Jim Myers Vote: For: Unanimous 3 Attachment 1 Against: None AGENCY REPORTS Item 9: Division Engineers Report Division 7 Mike Mills reported that the traffic signal revisions are 25% complete with an estimated completion date is December, 2014. The High Point Rd. project is currently under construction. It is 48% complete which is a little ahead of schedule. There will be a major traffic shift prior to Thanksgiving. ROW acquisition is 96% complete on the Skeet Club Rd. project. The let date is scheduled for January, 2015. The design change narrowing Skeet Club Rd. at Johnson St. down to a three lane section is complete. The Groomtown Rd. project ROW acquisition is 66% complete. It is scheduled to be let in December, 2014 with an anticipated completion date of October, 2015. The High Point Signal System design is in progress. The I-74/US 311 and NC 68 interchange is pending STI. The draft TIP will be presented to the board in December. This project went down from a regionally funded project to a Division funded project. The hope is to make it into the five year plan. Cheryl McQueary stated that if this project does not score high enough to make it into the five year plan there are two things that can be done. The first is to see if it can be included as part of the Bond Package and the second is if alternate funding from other sources comes forward. The installation of pedestrian improvements on N. Main St. at Lexington Ave. has been on the books for several years. Council has voted not to proceed with the road diet. There are funds still available to do the streetscape project. A supplemental agreement changing the dates has to be done. The bridge project on Baker Rd. should be completed at the end of this year. The Design Build bridge projects are expected to be finished at the end of 2015. The design is in progress on both future bridge projects. Division 8 Jeff Loflin reported that the resurfacing on I-85 SB lane is was completed in May and the resurfacing of the NB lane is in progress. The Prospect St. Bridge over Business 85 will be let June 2015. They are also replacing culverts on Old US 311 just south of Archdale. Division 9 Diane Hampton reported that the rail projects are moving along. The C-4901A project is 70% complete and is anticipated to be finished in June of 2016. The grade separation on Turner Rd. is 92% complete. The road is scheduled to reopen on or before December 15, 2014 with a completion date of April, 2015. The Business 85 project is about 50% complete. They are currently working on shoulder drains and are expected to be completed in June, 2015. There are several bridge and resurfacing projects in the works. The Happy Hill Rd. project, Yadkin College Rd project, the super elevation project on NC 150, and the ultra-thin bonded wearing course on I-85 are completed. The question of what post year means on the NC 109 project was asked and Diane explained that due to the STI process it will not be known until December if this project will be funded. If it is not funded this year then it will be put on the list to be looked at in two years. Cheryl 4 Attachment 1 McQueary stated that there is a limit on the amount of funding a corridor can receive. She suggested that if the project can be broken down into parts it may get a better result in the scoring process. Item 10: Triad Air Awareness. No one was present. Item 13: NCDOT Transportation Planning Branch Report. Hemal reported that she is currently working on the HPMPO Comprehensive Transportation Plan Roadway Inventory and it is scheduled to be completed at the end of December. Item 14: Hi tran Report Angela Wynes reported that the Short Range Transportation Plan is progressing. The sounding board and steering committee have met several times to discuss needs, wants, money, etc. The consulting team is preparing the first draft taking in comments from meetings as well as input from operators and staff. Angela is expecting to have something to present at the next meeting in January, 2015. Item 15: PART Report Scott Rhine reported that the PART information page is in the TAC packet. Scott added that PART has some existing contract work underway. There will be more information coming to the MPO’s relating to the Metropolitan Transportation Planning Process and Air Quality Conformity kick off. All four MPO’s are currently going through the LRTP process which is tied in with the regional model. PART has just started the process and expects it to be in place by October or November of 2015. Guy Cornman thanked Scott for his partnership with the construction of a transit parking lot. Item 16: Other Business Scott Rhine thanked Becky for her service as Chair of the MPO. Greg presented her with a plaque recognizing her for her leadership and dedication. There was no other business. The meeting was adjourned. 5
