OTHERS PRESENT: Mike Stanley (NCDOT Program Development), Cynthia Davis (High Point), Randy McCaslin (High Point), Warren Wigley (Citizen), Sherman Mason (New Bethel Baptist Church), Chuck Allen (New Bethel Baptist Church) RECORDING SECRETARY: Marianne Janiszewski, City of High Point Neal stated that Bill Bencini previously was the MPO representative for Guilford County. He has been elected as Mayor of High Point and will now be representing High Point. There are two vacancies currently. One for Guilford County and one for Forsyth County. Item 1: Reading of the Ethics Statement. Neal Grimes read the Ethics Awareness and Conflict of Interest Reminder. No one had any conflicts. Neal Grimes also reminded all TAC members that they must annually file the Statement of Economic Interest and Real Estate Disclosure Form with the State Ethics Commission. The deadline is on or before April 15, 2015. Item 2: Public Comment Period Neal opened up the public comment period. No one spoke. Neal closed the public comment period. ACTION ITEMS Item 3: Consideration of the November 25, 2015 TAC meeting minutes. 1 Attachment 1 There was no change to the minutes. Motion by: Jim Myers Seconded: Keith Volz Vote: For: Unanimous Against: None Neal brought up Item 6 on page 5 suggesting a meeting with the Winston Salem MPO to discuss common projects such as NC 109. Neal asked that we try to continue to set up this meeting. Greg stated that he is in the process of scheduling that meeting. Item 4: Consideration to release the 2015-2016 Unified Planning Work Program for public review and comment. The Draft 2015-2016 UPWP is the work plan for the MPO for the upcoming fiscal year. Due to the holding pattern on our reauthorization for funding transportation legislation we have been advised to hold our funding steady from our current fiscal year. Because of this there are not many changes in regards to our planning funds. The funding table for the fiscal year shows our PL Program which is our planning funds, Section 5303 program which is our transit planning funds, and our totals. The transit funds did increase a little so our overall total has increased but our PL Program funds remain the same. As part of the Public Participation Policy for the MPO the Draft UPWP must be available for a minimum 30 day public review and comment period. At the conclusion of the comment period a public hearing will be held at a regularly scheduled TAC meeting. The public comment period provides time for the TAC and the general public to review the document and make comments to MPO staff. It will be voted on at the March TAC meeting. Motion by: Bill Bencini Seconded: Jim Myers Vote: For: Unanimous Against: None Item 5: Consideration of amendments to the 2012-2018 Metropolitan Transportation Improvement Program (MTIP). 2 Attachment 1 Greg reviewed the resolution and amendments to the MTIP. Greg stated that there is no construction dollars associated with these projects. This is just to move them into the 2012-2018 TIP. Chuck Smith asked about the U2412 section B project. Greg stated that it is an unfunded project in the draft TIP. It is not part of this resolution. The resolution will be sent to NCDOT and go before the board at the February meeting. Motion by: Jim Myers Seconded: Keith Volz Vote: For: Unanimous Against: None Information Items: Item 6: Update on the DRAFT 2015-2025 State Transportation Improvement Program (STIP) process. Mike Stanley presented information on the Draft STIP process. Item 7: Review of the DRAFT 2015-2025 Metropolitan Transportation Improvement Program. In December 2014 NCDOT released the Draft State Transportation Improvement Program (STIP) for public review and comment. The STIP is a comprehensive listing of all transportation projects or studies that are programmed for state or federal funding across North Carolina. The MTIP is a comprehensive listing of projects programmed for the High Point MPO. The MTIP must be a subset of the High Point Urban Area Metropolitan Transportation Plan (MTP) being developed in 2015. Both documents must conform to the Air Quality Conformity Standards in accordance to the Clean Air Act Amendments (CAAA). The Draft MTIP, 2040 MTP and the Air Quality Conformity Document will be released for a public review and comment period in late spring or early summer with TAC approval of both documents in early fall. All documents must be sent to NCDOT for approval by late summer or early fall. Item 8: Review of the fiscally constrained highway network for the 2040 Metropolitan Transportation Plan (MTP) The Moving Ahead for Progress in the 21st Century Act (MAP 21) requires that all urbanized areas develop a long range multi-modal Metropolitan Transportation Plan (MTP). The MTP must have at least a 20 year horizon and shall be reviewed and updated at least every four years. The current 2035 MTP, formally the LRTP, was adopted in 2013; however, with the release of the 2015-2025 STIP an update of the MTP must occur 3 Attachment 1 to insure that the projects in the MTIP are modeled in the correct horizon year and that the MTIP is a subset of the MTP. The highway network places planned roadway improvements in time periods used for air quality conformity determination analysis. The time horizons established for completion of projects for the 2040 MTP are 2021, 2030, 2040. The draft highway project list is divided into the horizon years listed above. Also included is a list of projects in “post year”. This list of additional transportation projects has been identified by agencies and member communities that presently lack sources of funding. These projects are not part of the financially constrained plan. This will be brought back in front of the TAC in March for approval. AGENCY REPORTS Item 9: Division Engineers Report NCDOT Board of Transportation Report Cheryl McQueary was not present but Mike Mills reported that the Draft TIP is out. There is a scheduled public meeting in Greensboro on March 26 at the division office. Division 7 Mike Mills reported that they are working with the City of High Point on the pedestrian improvements on N. Main St. at Lexington Ave. The plan design is in progress and hope to get it under contract by August, 2015. They are also working on the High Point signal system. The Design and Engineering is in progress. The traffic signal revisions on multiple streets in High Point are under way. It is 50% complete and is estimated to be completed in April, 2015. The signal revision design at the intersection of Kivett and Dillon Rd. is in progress and will be completed by State Forces. The High Point Rd. widening project is 59% complete. It is a little ahead of schedule and is expected to be completed by May 2016. The Skeet Club Rd. section from Johnson St. to NC 68 was let on January 20. It is anticipated to start in late March of this year. The interchange improvements at I-74/US 311 and NC 68 is in the draft STIP. A public workshop for this project will take place in September of this year. The Groomtown Rd. and NC 62 project has been let for contract. There are some design build bridge projects in the HPMPO that are under way. They are a little behind schedule. The utility relocation is in progress on the bridge on Lexington Ave. over Bouldin Branch. The design is in progress on the bridge replacement on Model Farm Rd. over Richland Creek. Division 8 Jennifer Britt reported that I-85 SB should read I-85 NB. I-85 NB is completed but is starting to come up. The repairs are expected to be completed before the start of the ACC Tournament. Construction on the SB lane will begin in mid-March with an expected completion of May 1st. The guide rail on I-85 has not been awarded yet but is expected to be completed in October. Division 9 Pat Ivey reported that R-4750 which is the upgrading of US 29/70 is about 65% complete and is scheduled to be completed this summer. When the work was started on 4 Attachment 1 the bridges the concrete was milled off on one lane and realized that more work was going to have to be done than was originally anticipated to the extent that the entire surface of the bridge is going to be replaced. The design work has been completed and should begin soon. Division 9 is in the process of buying ROW for B-3159 which is the interchange project in Lexington at Hwy 8 and 2970. This is on schedule for an October let date. This is a huge project in this area. Item 10: Triad Air Awareness. No one was present. Item 13: NCDOT Transportation Planning Branch Report. Hemal reported that the Comprehensive Transportation Plan is complete. A draft copy has been sent to Greg who will send it out. Item 14: Hi tran Report Angela Wynes reported that their biggest project is the Short Range Transit Plan. The consulting firm, HDR, has put out sporadic recommendations for some service and route changes. All of the information on the recommended changes is on Hi Tran’s website. Item 15: PART Report Scott Rhine stated that there are a couple of items in the packet to look over. Item 16: Other Business There was no other business. The meeting was adjourned. 5
