No one had any conflicts. Item 2: Public Comment Period Neal opened up the public comment period. No one spoke. Neal closed the public comment period. ACTION ITEMS Item 3: Consideration of the October 27, 2015 TAC meeting minutes. There were no corrections to the minutes. This is a revision to the NC 47 bridge replacement over Swearing Creek in Davidson County. Motion by: Jim Myers Seconded: Keith Volz Vote: For: Unanimous Against: None Item 5: Appointment of the Nominating Committee for the selection of 2016 Officers. At the November meeting the TAC Chair appoints a nominating committee to select a chair and Vice-Chair of the TAC for the upcoming year. The nominating committee will then report back to the TAC at the meeting in January for approval. Jim Myers and Larry Warlick were picked to be on the nominating committee. Item 6: Consideration of the proposed 2016 TAC schedule. The Draft 2016 TAC Meeting schedule is below. Staff is requesting approval of the schedule. NCDOT has now opened the window for new project submittal for SPOT 4.0. MPOs and th Divisions have until November 20 to submit all new projects. HPMPO staff will be entering new projects in the system over the next few weeks. Over the next few months Greg will present information on the methodology and point assignments. The State will release the scores for the regional projects in April, 2016 and division projects in August, 2016. AGENCY REPORTS Item 8: NCDOT Board of Transportation Report. Cheryl McQueary was not present. Item 10: Division Engineer’s Reports. Division 7 Ed Lewis reported that the High Point Signal System project was awarded. The NC 68 (Eastchester Dr.) interchange improvements project central design is in progress. A public meeting will be scheduled for some time after the 1st of the year. The noise wall voting procedures will be available. There are several pavement rehab projects that are in the planning stages and will be let after the first of the year. Ed met with the planning and design staff from Raleigh to talk about the Sandy Ridge Rd and I-40 interchange revision project. This is being coordinated with the Sandy Ridge/ Johnson St. project that is already underway. ROW will take place in 2019 and let in 2021. Division 8 Darius reported that work on the pedestrian project in Archdale started on October 7, 2015. The bridge replacement project at I-85 and Prospect St. is 25% complete. Plans for the two SPOT projects; upgrade traffic signal on NC 62 at Finch Farm Rd and Trinity Rd. and Archdale Rd. are currently in the design and review phase. There are several paving rehab projects, one on I-73 and one on I-85 are scheduled to be let in January. He also announced that they have hired Brandon Jones as the new Division 8 Engineer. Division 9 Diane Hampton reported that the US52/NC 8 replacement bridge over US 29/64/70/I 85 Bus. Loop in Lexington will be available April 1, 2016. The landscaping project on I-85 4 from Hargrave Rd. in Davidson Co. to Long Ferry Rd. in Rowan Co. began on November 3. The I-85 Bus. Upgrade and the bridge replacement over Swearing Creek should be finished by the end of this month with the roadwork portion being finished mid- December. There are several other bridge and projects under development. The Winston Rd. widening project which will tie into the new 3159 project will be let in 2019. Item 10: Triad Air Awareness. Lorelei Elkins was not present. Item 13: NCDOT Transportation Planning Branch Report. We had a telecom call with Hemal. She stated that Information Planning Branch is moving up the date of the draft UPWP to January 21, 2016 to align with the Public Transportation Division deadline. A draft will be presented at the January 26 TAC meeting and a request will be made to put the document out for a 30 day public review period. Approval will be requested at the March TAC meeting. Item 14: Hi tran Report Angela Wynes was not present. Item 15: PART Report Mark Kirstner reported that additional stops were added to route 4 and connected with Triangle Transit in Mebane. The ridership on this route has more than doubled. PART is conducting interviews with consulting teams for phase two of the freight study. He thanked Davidson County and the MPO for their partnership in making revisions to Route 9. The PART board approved those revisions. Route 9 will no longer travel to Greensboro but passengers can transfer in High Point. All data showed that more people were traveling to High Point and the airport area from Davidson County for their jobs. This route will also travel to the Thomasville hub. Item 16: Other Business The next meeting will be Tuesday, January 26, 2016. There was no other business. As part of the Public Participation Policy for the MPO the Draft UPWP must be available for a minimum 30 day public review and comment period. At the conclusion of the comment period a public hearing will be held at a regularly scheduled TAC meeting. The public comment period provides time for the TAC and the general public to review the document and make comments to MPO staff. Information will be provided at the TAC meeting.
