Neal Grimes read the Ethics Awareness and Conflict of Interest Reminder. No one had any conflicts. Item 2: Public Comment Period Neal opened up the public comment period. Lee Gill spoke in opposition to the NC 109 project and its financial impact on the homeowners in the area. Neal closed the public comment period. Item 3: Report from the Nominating Committee and Election of TAC Chair and Vice Chair. Neal Grimes was nominated as Chair and Keith Volz was nominated as Vice-Chair. They were voted in with no opposition. Motion by: Jim Myers 2  Seconded: Cheryl McQueary Vote: For: Unanimous Against: None ACTION ITEMS Item 4: Consideration of the November 17, 2015 TAC meeting minutes. There were no corrections to the minutes. Motion by: Jim Myers Seconded: Keith Volz Vote: For: Unanimous Against: None Cheryl McQueary abstained from the vote since she was not present at the November meeting. Item 5: Consideration to release the 2016-1017 Unified Planning Work Program for public review and comment. The Draft 2016-2017 UPWP is the work plan for the MPO for the upcoming fiscal year. As part of the Public Participation Policy for the MPO the Draft UPWP must be available for a minimum 30 day public review and comment period. The draft document will be released to for public review and comment on February 8 and close on March 11. It will come back to the TAC for approval at the March meeting. NCDOT put out a new format this year. The draft document will be sent out to all TAC and TCC members this afternoon. A public notice will go out stated that the document will be available for public review at all jurisdictions. Greg handed out the local match which is based on population from the 2010 census numbers. The budget this year is $580,000 which is an increase over last year’s budget. Money will be taken out of the new budget for a new position that will be opening up. Some additional funding has also been included for special studies. There is a bike plan the MPO would like to do and there has been some requests for some small feasibility studies to be done. Motion by: Cheryl McQueary Seconded: Jim Myers 3  Vote: For: Unanimous Against: None Item 6: Consideration to amend the 2016-2025 Metropolitan Transportation Improvement Program. These amendments are due to additional funding of approximately $1.6 million from the State for a ten year period. The Jamestown bypass has been moved up from 2025 to 2019 for construction with completion expected in 2022. ROW plans on this project are complete and funding is available to start purchasing ROW. Motion by: Keith Volz Seconded: Cheryl McQueary Vote: For: Unanimous Against: None INFORMATION ITEMS Item 7: SPOT 4.0 Update. Greg reported that NCDOT has to approve all prioritization processes throughout the State. Greg handed out a draft version that will be submitted to NCDOT. The ranking criteria along with the DOT vote will be released on March 23rd for public review and comment period. The regional impact/local input points window opens on April 1 and runs until May 31. Review of public comments and final ranking criteria will take place at the April TAC meeting. The division needs window opens August 1st and runs through September 30. Unlike last year this year we will know ahead of time which projects will be funded regionally and what projects will fall to the division level. The dates of the public information sessions will be released at the March meeting. Greg will send an email with the dates as soon as he gets them. Staff has considered changing the number of DOT votes from 12 to 10. Members can vote on as many projects as they want but the maximum number of votes that can be put on one project is five. This change is up for discussion. This year bike and ped projects will be included in the ranking. A project spreadsheet was handed out dividing projects into highway, bicycle and ped, rail, aviation and transit. In the past a maximum of 100 points was given to the highest ranking projects. This is how it is written currently but there will be a discussion before it is sent to NCDOT as to if it is going to be kept like this. Greg also presented a map of the SPOT projects. 4 AGENCY REPORTS Item 8: NCDOT Board of Transportation Report. Cheryl McQueary gave a presentation on division 7 projects and showed a slide show on the Honda Aircraft Type Certification Event. Item 10: Division Engineer’s Reports. Division 7 Mike Mills reported that they are working with the COHP on some pedestrian projects. The High Point Rd. Project has a let date of 2019. The ROW plans are complete. The Johnson St./Sandy Ridge Rd. project has a let date of July 2019. Planning and Design is underway and the ROW plans will be complete in 2017. There will be a public workshop sometime in early spring for the I-74/US 311 and NC 68 interchange improvement project. The let date for this project is June, 2018. There are a couple of bridge projects currently in progress. There are three pavement rehab projects. The pavement project on I-74 to the Guilford/Forsyth County Line has a let date of February, 16, 2016 with a completion date of Summer 2017. The project on I-85 from I-85 Business past the Randolph County Line has a let date of April 19, 2016 with a completion date of Summer 2017. The project on I-40 from Gallimore Dairy Rd. to the Forsyth County Line has a let date of March 15, 2016 with a completion date of Summer 2017. Division 8 Darius Sturdivant reported that the Pedestrian Crosswalk project at the Main St./Balfour Dr. intersection in Archdale is complete. The asphalt project is expected to resume in April, 2016 with a completion Spring, 2016. The Prospect St. Bridge Project is 33% complete with an estimated completion date of March, 2017. There are two SPOT Safety Projects, one is the upgrade of traffic signals at the intersections of NC 62 and Finch Farm Rd., and at Trinity Rd. and Archdale Rd. A flashing yellow arrow will be added. Plans have been completed and the materials have been ordered for the upgrade. There are some pavement rehab and bridge resurfacing projects coming up. Division 9 Pat Ivey reported that new bridge project on Winston Rd. over 2970. Utility relocation is underway and will be available to start construction on April 1, 2016. The 2970/ Bus 85 rehabilitation project on the southern end has a revised completion date of February 1, 2016. There is currently traffic on both new bridges. All lanes are anticipated to be open on February 1. Division 9 has a consultant onboard for the new interchange project on 2970 at DCCC. The planning, environmental work and design are anticipated to start later this year. Item 10: Triad Air Awareness. Lorelei Elkins was not present. Greg stated that there will be a lunch and learn tomorrow, January 27. 5 Item 13: NCDOT Transportation Planning Branch Report. No one was present. Hemal Shah was promoted and is now with the Fayetteville MPO. Item 14: Hi tran Report Angela Wynes was not present. Item 15: PART Report Mark Kirstner referred to the report in the TAC packet.
