CITIZENS Lee Gill RECORDING SECRETARY: John Hanes, City of High Point Item 1: Reading of the Ethics Statement. Neal Grimes read the Ethics Awareness and Conflict of Interest Reminder. Item 2: Public Comment Period Neal opened up the public comment period. Lee Gill spoke in opposition and presented information regarding the NC 109 project. Neal closed the public comment period. ACTION ITEMS Item 3: Consideration of the March 22, 2016 TAC meeting minutes. 1 Attachment 1 There were no corrections to the minutes. Motion by: Jim Myers Seconded: Cheryl McQueary Vote: For: Unanimous Against: None Item 4: Public Hearing for the SPOT 4.0 HPMPO prioritization process priority list of projects. Greg explained the process and discuss the project list. No one spoke. Item 5: Consideration of SPOT 4.0 HPMPO prioritization process priority list of projects. Greg discussed the ranking process and scoring of highway, bike and pedestrian, rail, transit, and aviation projects. Motion by: Bill Bencini Seconded: Jim Myers Vote: For: Unanimous Against: None Item 6: Consideration to amendments to the 2016-2025 Metropolitan Transportation Improvement Program. There were several STIP additions and STIP modifications to rail projects that are being recommended for TAC approval. One was for the piedmont corridor (train 74/75 operations) and the remaining additions/modifications were for statewide improvements. There was also a resolution for the HPMPO prioritization and priority list of projects. Motion by: Jim Myers Seconded: Cheryl McQueary Vote: For: Unanimous Against: None 2 Attachment 1 INFORMATION ITEMS There were no information items. AGENCY REPORTS Item 7: NCDOT Board of Transportation Report. Cheryl McQueary stated modifications to the right-of-way process to shorten the length of the process. She reported that there would be an education session on this in June and session on voting on the process in July. Item 8: Division Engineer’s Reports. Division 7 Mike Mills reported on several pedestrian improvement projects that will be let this summer in the High Point area. Division 7 will be holding a public meeting for the SPOT 4.0 on June 20th from 5-7 p.m. at the Division 7 office in Greensboro. Division 8 Jen Britt reported on active and upcoming projects in the HPMPO area. Active projects include asphalt surface treatment, resurfacing, and pavement rehabilitation. Division 8 will hold a SPOT 4.0 public meeting on June 27th from 5-7 p.m. at their office in Carthage. Division 9 Diane Hampton reported on centrally and division managed construction projects. These included bridge replacements, asphalt resurfacing, and design build projects. Pat Ivey mentioned that I-285 designation request had been sent to FHWA. He address questions relating to NC 109 and guidance from the attorney general on how to proceed. Division 9 will hold a SPOT 4.0 public meeting at their office in Winston-Salem on July 12th from 5-7 p.m. Item 9: Triad Air Awareness. No one was present. Jesse Day mentioned that particulate matter had been reduced by 12% in the Thomasville area. Item 10: NCDOT Transportation Planning Branch Report. Keith Dixon introduced himself and will be serving as HPMPO’s representative from the NCDOT Transportation Planning Branch. Keith discussed forecasts in the Archdale area that he is working on. Item 11: Hi tran Report Angela Wynes discussed new bus delivery is to occur in October or November. She also addressed rebranding and potential of expanding service. Item 12: PART Report 3 Attachment 1 No one was present. Item 13: Other Business No further business the meeting was adjourned.
