Rail SPOT 4.0 Project (R150274) (Greg Venable)
Information Summary Attachments Yes No
The NCDOT Rail Division has requested the High Point MPO consider placing some of
our local input points on this rail project. This project was originally submitted by the
Capital Area MPO, Charlotte MPO and Greensboro MPO and was only listed in their list
of projects. However, the Rail Division is asking all the MPOs, Divisions, and RPOs in
which the rail line runs from Raleigh to Charlotte to share in the point Assignment. For
the HPMPO the amount of points we can assign to the project is 21 points because 21
percent of this project is in the HPMPO. The project is the purchase of 5 new bi-level
passenger cars for future Piedmont service between Raleigh and Charlotte. Additional
information is included in the packet.

12
Purpose
NCDOT would like to purchase 5 bi-level rail coach cars to assist in providing additional
passenger capacity. This project provides one bi-level rail car for each Piedmont frequency
including upcoming 4th and 5th frequencies. The lower deck also allows for easier access for
customers with disabilities.
Cost
The cost of the project is $18,000,000.
Point Allocation
This project was submitted into SPOT P4.0 by Capital Area Metropolitan Planning
Organization (CAMPO). Because this project spans multiple regions, it was determined that
multiple MPOs would have the ability to contribute a portion of the maximum 100 points.
The portion of points awarded by each MPO is based on the percentage of the track mileage
of the Piedmont corridor within each MPO. Greensboro Urban Area Metropolitan Planning
Organization (GUAMPO) has committed the maximum number of points to the project.

“We’ve had a lot of involvement with this project from City of
Burlington, Cone Health, PART Staff, Link Transit, and others.
Planning for this facility has been years in the making and has taken
great leadership to get us to this point. The Alamance Regional Park &
th
Ride Lot is the 29 public use PART parking facility in the region. It is
also a great statistic to mention that there are now 7 Cone health
facilities served by PART Express. This connection in the community
is key and enhances mobility across the region.”
