John Hanes reported that there was two additions to the 2020-2029 MTIP; HE-0008 (US 64 in Davidson County) and HL-0060 (High Point signal system retiming study). There were also several modifications to statewide projects in the 2020-2029 MTIP. Andrew Edmonds reported that a request to the NCDOT Integrated Mobility Division had been sent to allocate FFY22 Section 5307 to the following recipients: Guilford County - $100,000 Davidson County - $300,000 PART – $900,000 High Point - $2,884,618 Motion by: Larry Warlick Seconded: Darrell Frye Vote: For: Unanimous Against: None Information Items Item 4: STIP Format and P7.0 Schedule Update Greg gave an update on the STIP and P7.0 schedule. TAC and TCC members were emailed a spreadsheet from Van Argabright that updated the P7.0 schedule as well as project list and funding. Division offices will hold public drop in sessions for STIP review throughout July and August. Item 5: Bus and Bus Facilities Letter of Support Andrew reported that FTA announced that there would be $372 million available for transit agencies for FY22. High Point Transit System had requested letters of support (included in packet) for four project applications submitted on May 31st: 1) Five Points Transfer Hub, 2) an operator training facility, 3) an addition to the maintenance facility, and 4) a new vehicle to replace aging fleet. Item 6: Bipartisan Infrastructure Law Opportunities & Safe Streets for All Andrew gave a presentation of the BIL and Safe Streets for All program. Included in the presentation was an overview of the BIL legislation, key programs for roads, bridges, and transit for area stakeholders, detailed for information about the Safe Streets for All program, and review of key planning provisions and programs. 3 Agency Reports Item 7. NCDOT Board of Transportation Report Lisa Mathis reported on the IIJA’s significance of infrastructure invest. The was written with several things in mind such as health, safety, climate, environmental, and resilience. She emphasized considering grants that covered multiple categories to have improve chances of a successful grant. We are entering into the “100 deadliest days”, between Memorial Day and Labor Day which see teen fatality deaths rise. Item 8. NCDOT Division Reports Division 7 Wright Archer gave the Division 7 report. Updates were given on the Jamestown Bypass, South Main Street/Business 85 interchange, and NC 68 projects. Nothing else to add beside what is in the packet other that the Business 85/South Main Street project in High Point is now underway. Division 8 Bryan Kluchar gave the Division 8 report and highlighted projects in the draft STIP. Division 9 Pat Ivey gave an updates on the US 27-70/Old Greensboro Road (R-5737), I-85/NC 109 (47796), Gumtree Road (WSSB RR) (B-5765), and NC 8 (U-5757) projects. Item 9. Federal Highway Administration Report. Suzette Morales shared additional information on the BIL. She mentioned the Bridge Investment Program grant and the funding available for it. The federal registry updated the definition of “urban area” and the final definition was adopted in March. This fall the urban area boundaries should be completed. Item 10. NCDOT Transportation Planning Branch Report. Michael Abuya had no updates. Item 11. Public Transportation Reports High Point Transit Andrew Edmonds had nothing to report. 4 Davidson County Transportation Richard Jones reported that Davidson County Transportation are still working on their submittal to become a direct recipient for FTA funding. RCATS No report given. PART Scott Rhine discussed the TDM updates. PART continues to expand mobile faring and will share more information at future meetings. Freight model will be moving forward and be used for project prioritization/SPOT process. The household survey is kicking off and will moving continuing through the new fiscal year. August 1st there will be service expansion of Route 10 in Randolph County. This PART route is specifically designed to get riders to and from work. And while this route stays close to ‘home,’ it covers a lot of ground. It runs every 30 minutes throughout the day, Monday-Friday 6:15am-9:15pm; it stops at two Camco facilities, FedEx Freight, PBM Graphics, Coco-Cola, RSVP, and has several other stops along the way. It also operates an on-demand service on Saturdays. On-demand means riders can contact our call center and schedule a pick-up at any of our Route 20 stops, and we will pick them up and drop them off. Saturday hours of operation for this heavy work run are 6:45am-9:45pm. This route utilizes a PART Shuttle Bus, but don’t be fooled by its size; we pack a lot of rider comfort in these vehicles. Our MPOs Are At It Again! Regional planning departments, staffed by your neighbors and fellow residents, known as MPOs (Metropolitan Planning Organizations), are working hard to launch an important survey this fall called Triad Travel Counts. The survey will ask a random selection of Triad residents about how they get around the region. Responses will be used to understand where people are trying to go in their daily lives, how they get there, and how much time and effort it takes them. The survey results create a snapshot of how the transportation system in the region is used. Planners use that snapshot to plan and develop system improvements. How can residents help? By participating in the survey if they receive an invitation in the mail. Each household invited to the survey represents thousands of other households with similar demands and needs in nearby neighborhoods that were not selected! A prompt response to the invitation ensures that each household’s experiences are reflected in the results and is the best way to help the survey succeed. In addition, all participants will receive compensation for their time and effort. If you are a community leader, let your constituents know that this important survey is happening and encourage them to participate if they receive an invitation! 19  Route 10 Randolph County Express Is Going To The Zoo! PART met with our North Carolina Zoo partners a few weeks ago to solidify our service going into the North Carolina Zoo. As a result, we agreed on a front-of-the-Zoo drop-off right at the North American entrance, and we are sending riders in! Both Zoo and PART representatives see the vast potential in this partnership. And while the Zoo is an excellent addition to this route, we service an entire array of stops along the way. For example, UNCG and Randolph Community College, Four Seasons Town Centre and Koury Convention Center, two Park & Ride lots, and Randolph Health are all on this route. In addition, we added time points running from 6:27am through 6:41pm. With PART’s nine-county reach we can make a significant impact. Starting with the Greensboro Depot at the head of this route and the North Carolina Zoo at the tail of the route, it opens a lot of potential for community members to utilize this service for greater mobility. College Days Are Here Again It is time for students to buckle down and get back to class, and PART is gearing up for student riders to hop on board. With the Greensboro Depot hosting PART, Amtrak, Greyhound, and Greensboro Transit Authority, students are much more mobile than they may realize. And it is safe, fun, and affordable transportation! PART offers 1/2 price fare to all students. PART has been invited to attend UNCG’s Fall 2022 Open House for incoming first-year students. With two PART services, Route 9 Davidson County Express and Route 10 Randolph County Express, making stops at UNCG, it is essential for us to communicate to incoming students the wide range of mobility options available in our region. We have connections to our nine member counties and students in every corner of the region. Public Transportation is an essential tool for this population, and we aim to please. We are excited to talk about our Route 10 connection going to the North Carolina Zoo. We feel this will create an avenue for all students to enjoy this rich treasure unique to our region. 20
