Public Comment Period: No comments. Action Items Item 1: Consideration of the June 28th TAC meeting minutes. Martha Wolfe noted changes to the minutes of the June 28th TAC meeting. John Hanes reported that there was one addition to the 2020-2029 MTIP, P-5732 Lexington Train Station track construction and improvements. There were also numerous modifications to statewide projects in the 2020-2029 MTIP including U-5770 (I-85/South Main Street in Archdale) with construction being programmed under U- 5770A and U-5770B. U-5770A and U-5770B (I-85/South Main Street in Archdale intersection improvements) added a new project break at the request of the division. The following projects also had STIP modifications, EB-5873, EB-5874, HO-0005, P-5731, and B-5731. 2 It was further discussed that U-5770 had been broken into U-5770A (interchange project) and U-5770B (resurfacing project). Motion by: Larry Warlick Seconded: Darrell Frye Vote: For: Unanimous Against: None Information Items Item 3: STIP Format and P7.0 Schedule Update Greg gave an update on the STIP and P7.0 schedule. TAC and TCC members were emailed a spreadsheet from Van Argabright that updated the P7.0 schedule as well as the project list and funding. Some additional revenue allocations were reflected in the most recent update. Stephen Robinson gave an overview of the updated funding for the projects and updated project spreadsheet. The project swap deadline is March 2023 with STIP approval by the NCDOT Board expected in May 2023. Agency Reports Item 4. NCDOT Board of Transportation Report Lisa Mathis reported that the recently signed state budget will have a provision that will dedicate a portion of state sales tax to transportation funding. 2024-2033 STIP drop-in sessions will be held this fall about NCDOT Board approval will be next spring. DBE meetings were held on July 23rd and over 70 firms attending. The next round of meetings will be October 22nd. North Carolina ports are setting records and operating revenue for the past FY was $68 million. DMV has implement “Q-Anywhere” to better serve customers. The next NC Transportation Summit will be held January 18-19, 2023. Item 5. NCDOT Division Reports Division 7 Tamara Njegovan gave the Division 7 report. Updates were given on SS-4907CN (Kivett Drive/Riverdake Drive), HS-2007D (I-74 @ US 29-70), and HS-2007E (NC 62). Public drop-in period for Division 7 will be held September 12-16. 3 Division 8 Bryan Kluchar gave the Division 8 report and highlighted projects in the draft STIP. The date for the Division 8 drop-in period will be determined soon. Division 9 Pat Ivey gave updates on the TIP #47796 (I-85/NC 109) in Thomasville, US 29-70/Old Greensboro Road (R-5737), and Gumtree Road (WSSB RR) (B-5765). Division 9 drop- in period will be October 3-7. Item 6. Federal Highway Administration Report. Loretta Barren shared additional information on discretionary grants with upcoming deadlines including Reconnecting Communities, Safe Streets for All, Bridge Formula Program (BFP), and Bridge Investment Program (BIP). Item 7. NCDOT Transportation Planning Branch Report. Michael Abuya had no updates. Item 7. NCDOT Integrated Mobility Division. Alex Rottenberry had no updates. Item 8. Public Transportation Reports High Point Transit Andrew Edmonds had nothing to report. Davidson County Transportation Richard Jones reported that Davidson County Transportation are still working on their submittal to become a direct recipient for FTA funding. RCATS No report given. The FY2022 Federal Apportionments have been released by Congress, and the High Point MPO/NCDOT adopted an allocation of the FTA Section 5307 GA funds to the PART agency ($900,000). With the federal formula apportionment funds being updated on an annual basis, the amount of funds applicable to the PART agency are being updated to align the Federal Funding with the Metropolitan and State Transportation Improvement Program for an upcoming FTA grant. The BIL authorizes a new Carbon Reduction Program (CRP) to reduce transportation emissions. For Federal FY22, the High Point Urban Area MPO will receive the allocation of $372,874 in federal fund by way of CRP. The federal share for CRP funded projects is 80% and will require a 20% non-federal match for projects. High Point Urban Area MPO is a non-TMA area and must consult with NCDOT on which projects are selected to ensure eligibility. CRP funds can be used for a wide range of projects that reduce emissions. Eligible activities as identified in the statue are as follows: traffic management, truck stop electrification, public transportation, transportation alternatives, advanced transportation and congestion management technologies, intelligent transportation systems, development of a carbon reduction strategy, travel demand management, efforts to reduce the impacts of freight movement, deployment of alternative fuel vehicle, diesel engine retrofits, traffic flow improvements that do not involve construction of new capacity; and projects that reduce transportation emissions at port facilities. Other projects may be eligible with demonstration of emissions reductions. All projects selected must follow Title 23 requirements. More information about these funds and project selection will be provided at the meeting. In a collaborative effort to gauge Randolph County residents’ transportation needs, the City of Asheboro, the Regional Coordinated Area Transportation Service (RCATS), and PART recently distributed a survey to gather data in the region. In addition, Randolph County, the YMCA’s Asheboro branch, Randolph County Community College, Christ United Outreach Center (CUOC), and the Asheboro Housing Authority partnered to help collect the information. The response was excellent, and we were able to provide reliable data for our planners to work with. As a result, we expanded our Randolph County Express Route 10 service effective 8/1/2022. Community interest drove PART’s expansion to include a stop at the North Carolina Zoo. Again, collaboration played a key role, and working with our North Carolina Zoo partners, PART landed a front door stop at the North American entrance. Messaging about the service expansion started going out to the public in mid-August utilizing a series of four ads, published as print and web-based, running for eight weeks, along with a series of four email campaigns through Triad City Beat, a local publication that focuses on the Triad (triad-city-beat.com). In addition, PART and several of our Randolph County partners ran email campaigns, put out posters, and ran web ads and social media blasts through various platforms. Our local Metropolitan Planning Organizations, known as MPOs, staffed by your neighbors and local residents, will launch a vital survey this fall called Triad Travel Counts. This research data is only gathered approximately every ten years, so the information is crucial to our region. PART is collaborating with the MPOs in our area to conduct the study. This is a rare opportunity for households to provide vital information that will help set transportation priorities for many years. The insights gained from this survey will help prioritize local transportation projects, improve mobility, and reduce congestion. Communication to the public about the study will include public relations campaigns, web, social media, email campaigns, and print. This survey will collect details about how residents get around the region, whether going to work, shopping, visiting family or friends, or finding entertainment.
