Regular Council Meeting
May 10, 2022
Call to Order:
Mayor Rathbone called the meeting to order at 6:30 p.m.
Members in attendance are as follows: Dennis Cash, Denese Cook, Bo Rhyne, Bobby Vassey, Kathy
Rhyne, Jimmy Laws and Mayor PJ Rathbone.

Jimmy Laws made motion to approve the agenda.

Approval of Minutes
Denese Cook made a motion to approve the minutes for April 2022.
Seconded by Ms. Rhyne.

Citizen’s comments/Citizen’s concerns: The City of High Shoals City Council offers citizens the
opportunity for Public Expression issues per NCGS 160A-81.1 (limited to 3-5 minutes per speaker.)
Good of the Order: This is a time set aside for members to offer comments or observations (without
formal motion) about the organization and its work. The good of the order is also the time to offer
resolution to bring disciplinary charges against a member for the offenses committed outside a meeting.
Denese Cook said that she and Kathy have begun cleaning out the container.
Departmental Reports:
Police Report-Gaston County-
Call volume has gone down over the past month due to the extra presence of our squad.
72 calls in March, 58 calls in April.

People requesting to have water fountain to be fixed.
Timer is $14,954.00
Concession is supposed to have an aluminum ladder, it isn’t there. We need to call Steve to take a
gander at what was and was not completed.
Vehicles – Jimmy Laws
Friday, we delivered our trash truck to the manufacturing, have not heard from the company yet, also,
our equipment is good, no issues with the equipment.
Administration/Mayor Report – PJ Rathbone
City of Dallas asked if they could borrow 10 recycle receptacles. They’ve ordered some; however, they
haven’t gotten them yet. So, I took it upon myself to say they could borrow 10 blue cans until theirs
comes in.
The fire hydrant on River St. is fixed. We were able to get the hydrant from Dallas, and Tim Eidson
installed.

Kathy received one estimate and is waiting for more.

Man purchased 3 plots. Went elsewhere because of issues with the record-keeping.
All 3 can be sold.

Lawn Mower $2500-$2800 from Lowes, Home Depot, Tractor Supply.
$1089.09 for the Box Blade which attaches to the existing tractor.

Motion to purchase a smaller mower for $2800.00 + tax to mow within town made by Denese Cook.
