Box 6, High Shoals, N.C. 28077 CLERK PJ Rathbone Tel: (704) 735-1651 - Fax: (704) 735-5595 Brandi Strange City of High Shoals Regular Council Meeting May 10, 2022 Call to Order: Mayor Rathbone called the meeting to order at 6:30 p.m. Members in attendance are as follows: Dennis Cash, Denese Cook, Bo Rhyne, Bobby Vassey, Kathy Rhyne, Jimmy Laws and Mayor PJ Rathbone. Invocation Pledge of Allegiance Approval of Agenda Jimmy Laws made motion to approve the agenda. Seconded by Mr. Rhyne. All approved. Approval of Minutes Denese Cook made a motion to approve the minutes for April 2022. Seconded by Ms. Rhyne. All approved. Citizen’s comments/Citizen’s concerns: The City of High Shoals City Council offers citizens the opportunity for Public Expression issues per NCGS 160A-81.1 (limited to 3-5 minutes per speaker.) Good of the Order: This is a time set aside for members to offer comments or observations (without formal motion) about the organization and its work. The good of the order is also the time to offer resolution to bring disciplinary charges against a member for the offenses committed outside a meeting. Denese Cook said that she and Kathy have begun cleaning out the container. Departmental Reports: Police Report-Gaston County- Call volume has gone down over the past month due to the extra presence of our squad. 72 calls in March, 58 calls in April. 6 arrests Financial – Dennis Cash Cash in bank $410,143.09 Savings $150,011.92 Capital Mgmt $162,607.85 Total: $722,762.86 Cemetery – Denese Cook Nothing to discuss at the moment Water/Sewer – Bo Rhyne Everything is flowing good Streets Maintenance/Sanitation – Kathy Rhyne Fingers crossed for collection on Thursday. Parks/Recreation – Bobby Vassey 701 Lincoln St. Joyce Hovis for yard of the month People requesting to have water fountain to be fixed. Timer is $14,954.00 Concession is supposed to have an aluminum ladder, it isn’t there. We need to call Steve to take a gander at what was and was not completed. Vehicles – Jimmy Laws Friday, we delivered our trash truck to the manufacturing, have not heard from the company yet, also, our equipment is good, no issues with the equipment. Administration/Mayor Report – PJ Rathbone City of Dallas asked if they could borrow 10 recycle receptacles. They’ve ordered some; however, they haven’t gotten them yet. So, I took it upon myself to say they could borrow 10 blue cans until theirs comes in. The fire hydrant on River St. is fixed. We were able to get the hydrant from Dallas, and Tim Eidson installed. Old Business: Discussion/Action – Asphalt Paving/River Street Road Repair Kathy received one estimate and is waiting for more. Motion to table by Kathy Rhyne, seconded by Denese Cook. All in favor. Discussion/Action – Land Swap with Fire Department (Land for Fire Department Building/land) Proposal to be combined for next months’ meeting. Motion to table made by Jimmy Laws Seconded by Kathy Rhyne All in favor. Discussion/Action – Contract to Audit with Mr. Carrick $11,375.00 Max amount. Motion to approve the contract made by Mr. Cash. Second by Mr. Rhyne. All in favor. Discussion/Action – Park/City Sign Installation is $200 top of hill Installation is $100 for the park $1600-$2000 for sandblasted Motion to table by Mr. Cash. Seconded by Denese Cook. All approved. Discussion/Action – Ball field lights timer Motion to table to give time to get more estimates by Jimmy Laws. Seconded by Denese Cook. All in favor. New Business: Discussion/Action – Cemetery Sign Quote for painting cemetery sign to match the Park, using automotive paint, weather shield, sign and post. Motion to table made by Denese Cook. Seconded by Kathy Rhyne. All in favor. Cemetery Plot Buy-back— Man purchased 3 plots. Went elsewhere because of issues with the record-keeping. All 3 can be sold. Motion to buyback by Kathy Rhyne. Seconded by Bobby Vassey. All in favor. Discussion/Action – Tree removal at “old bridge” Motion to table made by Jimmy Laws. Seconded by Bobby Vassey All in favor. Discussion/Action – Baseball field (infield) Quote for $7740.00 Motion to table made by Denese Cook Seconded by Bobby Vassey All in favor. Discussion/Action – Use of Powell Bill funds to purchase a smaller lawn mower & box scraper Lawn Mower $2500-$2800 from Lowes, Home Depot, Tractor Supply. $1089.09 for the Box Blade which attaches to the existing tractor. Total $3889.89 Motion to purchase a smaller mower for $2800.00 + tax to mow within town made by Denese Cook. Seconded by Bobby Vassey. All in favor. Motion rescinded. Seconded by Bo Rhyne. All approved. Motion made to purchase mower for $2800.00 + taxes to mow within the city. Seconded by Bo Rhyne. All in favor. Motion made to purchase the box scrap at James River Equipment for $1089.09+ tax made by Denese Cook. Seconded by Dennis Cash. All in favor. Sanitation Deposits for new customers: Motion to charge sanitation deposit for $60.00 made by Ms. Rhyne. Seconded by Mrs. Cook. All in favor. Adjournment Motion to adjourn by Jimmy Laws. Seconded by Mrs. Cook. All in favor.
