City of High Shoals
Regular Council Meeting
June 14th, 2022
• Call to Order
o Mayor PJ Rathbone called the meeting to order at 6:30.
Denese Cook, Bo Rhyne, Bobby Vassey, Kathy Rhyne, and Jimmy Laws in attendance, along with Mayor
PJ Rathbone. Denise Cook was absent due to a county meeting.
• Invocation
• Pledge of Allegiance
• Approval of Agenda
o Denese Cook made motion to approve the agenda. Seconded by Mr. Laws. All in favor.
• Approval of Minutes
o Kathy Rhyne made motion to approve the minutes from last session, seconded by Bo
Rhyne. All in favor.
Citizens’ comments/concerns: The City of High Shoals Council offers citizens the opportunity for Public
Expression issues per NCGS 160A-81.1 (limited to 3-5 minutes per speaker).
Mrs. Barbara Cash addressed the council for the Park having a shade for the slide.
Good of the Order: This is a time set aside for members to offer comments or observations (without
formal motion) about the organization and its work. The good of the order is also the time to offer
resolution to bring disciplinary charges against a member for the offenses committed outside a meeting.
Open Public Hearing:
Motion to open Public hearing by Mr. Laws, seconded by Mrs. Cook. All in favor.
• Presentation of Budget
(Anyone wishing to speak concerning the budget shall be given the opportunity to do so.)
~Must have a 10-day period be adoption of next fiscal budget is approved~
Close Public Hearing
Motion to close Public Hearing by Mrs. Cook, seconded by Bobby Vassey. All in favor to close Public
Hearing.
Departmental Reports:
Police Report-Gaston County
Captain Rollins spoke to address council of the Crime Statistics.
Financial-Dennis Cash
Was not present.
Checking $412,928.77
Savings $150,011.92
Capital Management $162,688.21
Cemetery-Denese Cook
Cemetery sign and Will and Robby have sprayed around headstones and put out ant killer. No
responses for headstone that was stolen.
Water/Sewer-Bo Rhyne
No calls on anything. No leaks. July 20th, sewer inspection from NCDENR to check lift stations
and generators. Pull covers of manhole covers. Tomorrow the system will be smoked looking for leaks.
State Street, School Street, Old Hardin, and River Street will be targeted.
Streets/Maintenance/Sanitation-Kathy Rhyne
Nothing to report except the gas prices. Our mileage usage on the trash truck is being more
efficient after the work done to the truck.
Parks/Recreation-Bobby Vassey
Yard of the Month: 105 Church Street. Taylor Thornburg
July 9th Movie Night at 8 p.m.

Need HS1 inspected, waiting for new budget for new tires and headlight

Administration/Mayor Report-PJ Rathbone
Code Enforcement update—13 order filed to be taken care of in July (contractor issued)
Packet had been passed out to have multiple bids the statute of $30,000 & construction repairs.
No formal bidding process is needed for contracts for apparatus supplies or equipment.
If multiple bids are wanted in certain departments that you want other estimates, that is up to
Council.
Motion to move to Closed Session regarding GS 143-318.11.6
Motion made to move to close session by Jimmy Laws. Seconded by Bobby Vassey.
Motion made by Kathy Rhyne to pursue a full-time employee of $13.50 to be reevaluated in three
months to move up to $15.00 and have Mayor PJ complete the hiring process. Seconded by Denese
Cook. All in favor.
Motion made by Kathy Rhyne to raise salaries of each employee by $4 effective July 1. Seconded by Mr.
Rhyne. All in favor.
Old Business:
Discussion/Action – Paving of River Street (Road Repair)
Motion to table by Kathy Rhyne, seconded by Mr. Laws. All in favor.
Discussion/Action – Land swap with Fire Department
Motion to table by Mr. Cash, seconded by Mr. Vassey. All in favor.
Discussion/Action – Park/City Signs
Motion to move the city sign down from the hill and to the bridge so they will be seen and to go
with Baxter signs. Seconded by Kathy Rhyne. All in favor.
Discussion/Action – Ball Field Timer for Lights
No quotes at this point. Motion to remove made by Denese Cook, seconded by Dennis Cash. All
in favor.
Discussion/Action – Cemetery Sign (Repainting)
Motion made by Dennis Cash to accept bid, seconded by Mr. Bo Rhyne. All in favor.
Discussion/Action – Baseball (infield)
$6300 to fix the turf in infield, two treatments in spring, seed for fall, in-field regrade.
$4300 without the sand.
Jimmy Laws made motion to spend up to $6300 for ball field. Seconded by Mr. Rhyne. All in
favor.
Discussion/Action – Tree Removal at bridge
Motion made by Bo Rhyne to accept the bid to have trees removed, seconded by Mr. Cash. All in
favor.
New Business:
Discussion/Action – Vacation Request for City Clerk August 8th through August 12th
Motion made by Dennis Cash to approve the vacation, seconded by Mr. Vassey. All in favor.
Discussion/Action – Utility Vehicle (Will)
Bobby Vassey made the motion for Will to take the city vehicle, Bo Rhyne seconded the motion.
All in favor.
Discussion/Action – Departmental assignments and responsibilities
Motion made by Denese Cook to have administration and Dennis Cash to be over the city
workers, seconded by Mr. Vassey. All in favor.
Discussion/Action – Movies in the Park
July 9th at 8 p.m. (Use Bad Guys background)
No Action Needed
Discussion/Action – Playground equipment – Covered Area for slide
Need measurements for net and cover for slide. Motion to table by Jimmy Laws until council
reconvenes, seconded by Mr. Rhyne. All in favor.
Motion to recess the meeting to June 28th for budget adoption and address the playground shade area
at 6:30 p.m. made by Denese Cook, seconded by Jimmy Laws. All in favor.
