Regular Council Meeting
July 12, 2022
Call to Order: Mayor Rathbone called meeting to order 7/12/2022 at 6:30 p.m.
Present today are the following members:
Jimmy Laws, Kathy Rhyne, Bobby Vassey, Bo Rhyne, Denese Cook, Dennis Cash, and Mayor PJ
Rathbone.

Approval of Agenda
Motion to add purchase of banners to new business made by Kathy Rhyne and seconded by Jimmy
Laws. All in favor.
Motion to add discussion of roadside pickup by Denese Cook, seconded by Bobby Vassey. All in favor.
Motion to approve agenda by Dense Cook, seconded by Bo Rhyne. All in favor.
Approval of Minutes
Motion to approve minutes made by Jimmy Laws, seconded by Denese Cook. All in favor.
Citizen’s comments/concerns: The City of High Shoals Council offers the opportunity for Public
Expression issues per NCGS 160A-81.1 (limited to 3-5 minutes per speaker).
No one signed up for comment period, Mayor offered for anyone to speak.
Good of the order: This is a time set aside for members to offer comments or observations (without
formal motion) about the organization and its work. The good of the order is also the time to offer
resolution to bring disciplinary charges against a member for the offenses committed outside a meeting.
Departmental Reports:
Police Report-Gaston County
Captain spoke of arrests made for the month. Officer initiated calls total of 111. Total citizen calls at 52.

Cemetery-Denese Cook
Cemetery sign is being painted now.
Water/Sewer-Bo Rhyne
We have leak on River St. Previous leak, not on the main in the area of 104 & 106 on River.
Tim was called today to look at the leak. We will follow-up with Tim Eidson.
Street/Maintenance/Sanitation-Kathy Rhyne
Sanitation seems to be going fine, when the new employee is more comfortable, we will be going to a 2-
man crew.
Parks & Recreation-Bobby Vassey
Movie Night went well. During Movie Night we identified that lights around cemetery, walking track
were not working. Duke came out today to fix all the lights that are out.
Yard of the Month: Phyllis Rice, 310 River St.
Vehicles-Jimmy Laws
HS-1 has been inspected with tires
HS-4 had an issue with Water pump locking up and breaking the belt. I replaced both the parts and had
it running same day
Administration Report-PJ Rathbone
Pipe has been delivered to City Hall. Will be breaking ground next week. We will have slower traffic
through town due to the construction. The water line will come down one side and cross over at mid-
way and come down to Frye Street. On-going work 7-5 Monday-Friday.
The revitalization grant for purchasing and reselling homes, the stipulations have changed within the
grant from the Federal Government. So, we will not be getting this grant. However, there is a grant we
are in process of looking into and others to receive grants.
Water service coming from Dallas, we’ve made some progress. It is looking promising, but it is in the
works with the economic development. Funds have been acquired from the county and have been set
toward this project. A lift station and pump station will be needed, however.
Old Business:
Discussion/Action: River Street Paving
We are waiting for Custom to update their quote to add the new hole. Until we get this quote we want
to wait. $9,835.22 from Carolina Asphalt. Motion to table made by Jimmy Laws, seconded by Bobby
Vassey, All in favor.
New Business:
Discussion/Action: Webhosting
Denese made motion to accept Web Hosting for $3900, seconded by Jimmy Laws. All in favor.
Discussion/Action: GSM air conditioning maintenance
Service agreement for our 2 unit/split system.
$528 annually option 1
$861 annually option 2
Motion that we take option 1 of the service contract from GSM for $566.28 and that service tech, upon
arrival, provide a copy of his certifications. Seconded by Jimmy Laws, all in favor.
Discussion/Action: NCRWA Conference (Will)
August 31-September 2

Motion to approve made by Kathy Rhyne, seconded by Bo Rhyne. All approved.
Discussion/Action: Water Meters (Fortiline)
The council agreed to use ARPA funds to purchase meters. The meters on this water project will be
these same meters. To allow the system to work, we must replace the other meters that aren’t involved
in the main line project. It does not include the collector. This is all electronic. We want to orchestrate
the install with the grant.
Dennis Cash made motion to approve, seconded by Bo Rhyne. All in favor.
Discussion/Action: Trees on Harry Robinson Road
Bradford Pear trees on Harry Robinson, the trees are our property. This quote is to remove the dead
trees, grind the stumps, top & prune the remaining 10 trees and haul off.
Council discussed various options.
No action taken yet. Make notation of all work needed.
Monthly cost, one lump sum.
Discussion/Action: Grant update
Absolutely go after any grant that would benefit the town.
Discussion/Action: Adjustments for sewer (water use of pressure washers)
Denese Cook made motion to not adjust for pressure washers, seconded by Kathy Rhyne. All in favor.
Discussion/Action: Water/sewer bill for Methodist Church?
(Never had a bill until conversion to new software printout in packet)
Motion to bill Methodist Church to be billed accordingly made by Kathy Rhyne, seconded by Bo Rhyne,
all in favor.
Discussion/Action: Banners
Kathy would like to move forward to purchase the military banners.
Motion made to purchase three sets of banners to be ordered now, giving Kathy authority to pick the
banners are her discretion, reimbursing the citizens that purchased banners, by Dennis Cash, seconded
by Bo Rhyne, all in favor.
Discussion/Action: Roadside pickup
