Regular Council Meeting
October 10, 2023
• Call to Order
o PJ Rathbone called to order the meeting at 6:30 p.m. In attendance are the following council members:
Denese Cook, Bo Rhyne, Bobby Vassey, and Kathy Rhyne. Dennis Cash was absent due to medical issues.
Jimmy Laws was not in attendance.
• Invocation
• Pledge of Allegiance
• Approval of Agenda—Kathy made the motion to amend the agenda but adding Midway speedbumps. Denese
seconded the motion. All in favor.
• Approval of Minutes
o Kathy Rhyne approved the minutes for the regular meeting and special meeting, seconded by Denese
Cook. All in favor.
Citizens’ comments/concerns: The City of High Shoals Council offers citizens the opportunity for Public Expression issues
per NCGS 160A-81.1 (limited to 3-5 minutes per speaker).
Good of the Order: This is a time set aside for members to offer comments or observations (without formal motion)
about the organization and its work. The good of the order is also the time to offer resolution to bring disciplinary
charges against a member for the offenses committed outside a meeting.
• Mayor Rathbone said he was just handed a set of keys and said that Jimmy Laws just told him that he
resigns his seat on council.

➢ Police Report-Gaston County
o The County Police want to install a license plate reader.
➢ Financial-Dennis Cash
o Checking $423,249.73 Savings $ $11,106.21 Savings 2 $160,477.55 Cap Mgmt $46,106.60
o Total : $640,940.09
➢ Cemetery-Denese Cook
o AJ and his crew aerated and seeded Friday. The cemetery does not need to be mowed this
week.
➢ Water/Sewer-Bo Rhyne
o Water leaks on Harry Robinson and School St were fixed.
➢ Streets/Maintenance/Sanitation-Kathy Rhyne
o Trash pickup went well today.
➢ Parks/Recreation-Bobby Vassey
o Yard of the Month: Nathan Knicely
o 123 Church Street
• The celebration is in three days. Anyone who can help Friday with setup or anyone
who can stay near at night. Bathrooms will be brought in on Thursday. Saturday,
anyone can work (PJ & Kathy will be there at 7 a.m. Saturday). Anyone who can help
will be appreciated. The firefighters will be available. Kathy stated the Firefighters
could take over parking. Robby Ray’s has a decent amount of parking.
➢ Vehicles-
o HS1 is still at the water plant. Vehicles need inspections.

o The state has not released any funds for the project of Revitalization. We’re actively
pursuing more funds for revitalization.
o Kathy asked why the inches were dropped down during the water project. PJ said they had
to go like-for-like exchange. We weren’t allowed to upgrade to bigger pipes. The big thing
with pressure, when River Street is completed, a pin leak will fly across the houses.

• Discussion/Action: Parade (set date)
o December 10th at 2pm
▪ Motion to have the Christmas parade at 2 pm on December 10 made by Denese Cook,
seconded by Bobby Vassey. All in favor.
• Discussion/Action: Open position
o PJ stated that he and Mr. Cash interviewed a gentleman last week. PJ said he did speak to his former
boss from Ranlo. He said that he was the hardest worker that he had ever had. PJ said he
recommends starting him out at $18. He has his CDL A.
▪ Denese Cook made the motion to hire Mr. Wilson at $18 effective immediately, seconded by
Bo Rhyne. All in favor.
• Discussion/Action: Speedbumps on Midway
o Kathy said that she is looking at one that will cover the space of the road, needing two. Looking at
$925-$950 from Powell Bill money. Put notice on water bill. Motion to purchase two speed bump
kits for Midway by Kathy Rhyne, seconded by Bobby Vassey. All in favor.

o Motion to adjourn made by Kathy Rhyne, seconded by Denese Cook. All in favor.
