CODE ENFORCEMENT HEARING
FEBRUARY 17, 2026
At the public hearing before the Special Magistrate all interested parties may appear and be heard with respect to
the proposed items. Notice is given pursuant to Section 286.0105, Florida Statutes, that in order to appeal any
decision made at these public hearings, you will need a verbatim record of the proceedings. It will be your
responsibility to ensure that a verbatim record is made. In accordance with the Americans with Disabilities Act,
any persons with a disability requiring reasonable accommodations in order to participate in this meeting should
call (386) 454-1416 ext. 6 at least 48 hours prior to the public hearing.

Special Magistrate Laura Gapske called the meeting to order at 10 A.M.

1. DISCUSS, CONSIDER, AND ACT ON NOTICE OF VIOLATION FOR CASE NUMBER
25-000364. SECTION OF CITY CODE 38-34 DANGEROUS BUILDING OR
HAZARDOUS LAND.
Code Enforcement Officer Jennifer Dotson presents the Case to Special Magistrate Gapske.
Magistrate Gaspke asks if there was a sign posted on the property.

Codes Officer Dotson answers no that the property appeared to be abandoned. Further
discussion on the conditions of the building.
Magistrate Gapske – $100 fine per day and have a status check for May 5, 2026. Any type of
administrative costs for services?
Code Officer Dotson – No ma’am.
Magistrate Gapske – Keep track of your time because they should be responsible for that as
well.
Sue Weller – States building has been in this condition for 10 years. Has filed multiple
complaints. Wants to know the process if nothing happens.
Magistrate Gapske – Typically we start at $100 a day and if nothing happens between now
and May, all that money converts to a lien on the property. The fine then gets increased per
day. If ignored, the fines and the liens will exceed the value of the property at which point the
city will start foreclosure proceedings and will take over the property. Have to go through the
foreclosure procedure.
