Open Meeting and Establish Quorum/Roll Call– Mayor Kelley called the meeting to order at 12:00 PM. Public Hearings Regarding: a. Ordinance #134: Adoption of City Budget for Fiscal Year 2025-26 b. Ordinance #068 REV. 13 – Establishing Water Rates and Fees Effective January 2026 c. Ordinance #105 REV. 1 – Establishing Solid Waste Rates Effective January 2026 The public hearings opened at 12:02 PM. The public hearings closed at 12:02 PM. 7. Discussion and/or Possible Action – Ordinance #134: Adoption of City Budget for Fiscal Year 2025-2026. Terry Nuss said, “I move for approval of Ordinance No. 134 adopting the Fiscal Year 2025-2026 Annual Budget.” Motion seconded by Lynn Smith. Mayor: During discussion on this item, you need to note, “This budget will raise more property taxes for maintenance and operation than last year’s rate ($0.1260) from $322,136 (last year) to $399,247 (this year); there are no property taxes allocated for debt. The total City proposed property tax rate for FY 2025 is $0.1505 per $100 valuation. Motion to approve Ordinance #068 REV. 13 Establishing Water Rates and Fees for 2026 made by Terry Smith, seconded by Bruce Robertson. Vote: 5-0 9. Discussion and/or Possible Action – Ordinance #105 REV. 1 – Adoption of Highland Haven Solid Waste Rates 2026. Motion to approve Ordinance #105 REV. 1 Highland Haven Solid Waste Rates for 2026 made by Terry Nuss, seconded by Lynn Smith. Vote: 5-0 10. Discuss and/or Possible Action – Ratify the ad valorem total property tax revenue increase for 2025. Mayor: After passage of the budget because the budget we have just adopted will require raising more property taxes for maintenance and operation than last year’s rate, we will need to vote to ratify the tax rate and the resulting total property tax revenue increase. Terry Smith said, “I move to ratify the ad valorem rate of $0.1505 that will provide for a total property tax revenue increase reflected in the adopted 2025-2026 budget, which is effectively a 22.46% increase in the tax rate.” Motion seconded by Terry Nuss.
