a. Motion to direct staff to release the April, 2024 contribution to the Citizens Fire
Company #1 of Highspire as indicated in the 2024 General Fund Budget (411.500).
Amount to be paid to the Company $2,500.00.
b. Motion to (approve/reject/table) Highspire Borough Ordinance #654 of 2024
amending Chapter 15 of the Codified Ordinances of the Borough of Highspire, providing
for the removal of a handicapped-only parking space and the establishment of a new
handicapped-only parking space at 640 Eshelman Street Highspire, Pa.
c. Motion to (approve/reject/table) Highspire Borough Ordinance #655 of 2024
amending Chapter 15 of the Codified Ordinances of the Borough of Highspire with the
addition of stop intersections and setting an effective date.
d. Motion to (approve/reject/table) the amended 2024 Municipal Domestic Animal
Protective Services Agreement with the Humane Society of Harrisburg Area by changing
the per dog intake fees from $158.60 and $345.40 to a flat fee of $250.00.
e. Motion to (approve/reject/table) Highspire Borough Council Resolution # 12-2024,
appointing Mark L. Stonbraker as the Borough’s voting delegate to the 2024 PSAB 112th
Annual Conference, to be held at the Hershey Lodge, June 2 - 5, 2024.
f. Motion to approve and accept the Borough of Highspire Civil Service Commission
Police Entry Level Eligibility List 2024-2 as certified by the Commission on April 3,
2024.
g. Motion to (approve/reject/table) a conditional offer of employment for James V.
Nguyen filling to the position of full-time police officer.
h. Motion to (approve/reject/table) Highspire Borough Council Resolution #
13-2024, formally authorizing Borough Manager, Mark L. Stonbraker, on behalf of
the Borough of Highspire, to enter into a 4-year lease-purchase agreement (Option
#1) with Leasing 2, Inc. to finance the COSTARS purchase of a new 2024 Chevrolet
Silverado 3500HD (CK30943) 4WD Crew Cab Utility Truck with STAHL 8’ Service
Body in the amount of $70,470.00 from Hondru Fleet.
i. Motion to (approve/reject/table) the purchase of a Velocity Commercial
Playground Slide from BYO (Beyond Your Ordinary) Recreation in the amount of
$5,452.00 for the Highspire Municipal Building Playground. The cost will be split
evenly with $2,756.00 being paid out of the Recreational PLGIT account and
$2,756.00 being paid out of the Highspire Happenings PLGIT account.

j. Motion to (approve/reject/table) the waiver request of Chapter 22, Section 404 –
Preliminary Plan, of the Highspire Borough Subdivision and Land Development
Ordinance (SALDO) by Dempsy Uniform and Linen Supply, 334 Second Street,
Highspire. which requires submission of a preliminary plan. The waiver was
approved by the Highspire Planning Commission at the April 4, 2024 meeting.
k. Motion to (approve/reject/table) the waiver request of Chapter 22, Section 807 –
Pedestrian Access and Circulation, of the Highspire Borough Subdivision and Land
Development Ordinance (SALDO) by Dempsy Uniform and Linen Supply, 334
Second Street, Highspire. which covers the installation of a sidewalk along the lot
frontage of Aviation Way. The waiver was approved by the Highspire Planning
Commission at the April 4, 2024 meeting.
l. Motion to (approve/reject/table) the Land Development Plan from Hunter Creek
Partners, LLC. for the construction of two (2) townhouses at L2 Willow Street
which is located just east of 575 Willow St. (Dauphin County Tax Parcel #
30-023-074), Highspire. The plan was approved by the Highspire Planning
Commission at the April 4, 2024 meeting.
m. Motion to (approve/reject/table) the installation of the NFC Outdoor Fitness
Court© by Dynamic Resources, Inc. Total Cost of the installation will be
$27,000.00 which will be paid out of the American Rescue Plan PLGIT account.
