ORDINANCE NO. 657 of 2024
AN ORDINANCE OF THE BOROUGH COUNCIL OF THE
BOROUGH OF HIGHSPIRE, DAUPHIN COUNTY, PENNSYLVANIA,
TO AMENDING HIGHSPIRE BOROUGH ORDINANCE No. 563 OF
2007 BY CHANGING THE TERM OF OFFICE OF THE FIRE CHIEF
FROM TWO (2) TO FOUR (4) YEARS.
WHEREAS, the Borough Council adopted Highspire Borough Ordinance No. 563 of 2007 on
March 20 2007 establishing oversight procedures for the Citizens’ Volunteer Fire Company No. 1 by
creating Part 4, Chapter 7 of the Borough’s Code of Ordinances; and
WHEREAS, the Borough Council desires to amend Highspire Borough Ordinance No. 563 of
2007 by changing the term of service of the Fire Chief from two (2) years to four (4) years.
BE IT HEREBY ORDAINED AND ENACTED, by the Borough Council of the Borough of Highspire,
and it is hereby ordained and enacted by the authority of the same as follows, to wit:
Section One
Chapter 7, Part 4, Section 4, Sub-section 402 “The Fire Chief” of the Highspire Code of Ordinances is
hereby amended by deletion of the following; “The term of office of each of the aforesaid positions is two
(2) years”, and replacing with the following; “The term of office for the Fire Chief is four (4) years and
the term of office of the Deputy Chief and Assistant Chief is two (2) years.”
Section Two
All ordinance or parts of ordinances inconsistent herewith are hereby repealed.
Section Three
This Ordinance shall be effective immediately upon its adoption.

The Proposed Budgets are available for public inspection at the Highspire Borough Municipal Building, 640
Eshelman Street, Highspire, PA 17034. From 8:00 a.m. to 4:00 p.m.. Monday through Friday. The final budgets
and tax rate resolution will be adopted at the regular meeting of the Highspire Borough Council on December 10,
2024 at 7:00 p.m. at the Highspire Borough Municipal Building. All interested residents are encouraged to attend.

RESOLUTION NO. 22 – 2024
A RESOLUTION OF THE BOROUGH COUNCIL OF THE BOROUGH OF
HIGHSPIRE, DAUPHIN COUNTY, PENNSYLVANIA, FIXING THE GENERAL TAX
RATE FOR THE YEAR 2025
NOW, THEREFORE, BE IT RESOLVED by the Borough Council of the Borough of
Highspire, Dauphin County, Pennsylvania:
THAT a tax be and the same is hereby levied on all real property within the Borough of Highspire
subject to taxation for the fiscal year 2025 as follows:
SECTION 1. Tax rate for general purposes, the sum of 19.0 mills on each dollar of assessed
valuation, or the sum of $0.19 on each one hundred dollars of assessed valuation.
SECTION 2. All other municipal tax rates are to remain unchanged.
SECTION 3. That any resolution, or part of resolution, conflicting with this resolution be and the
same is hereby repealed insofar as the same affects this resolution.
DULY ADOPTED & RESOLVED this 12th day of November, 2024, by the Borough Council of

A RESOLUTION OF THE BOROUGH COUNCIL OF THE BOROUGH OF
HIGHSPIRE, DAUPHIN COUNTY, PENNSYLVANIA, SETTING THE TRASH
RATES FOR THE FISCAL YEAR 2025.
WHEREAS, pursuant to Chapter 20, §106 of the Codified Ordinances of the Borough of
Highspire, fees for the collection and disposal of refuse shall be set as Borough Council shall, by
resolution, from time to time, prescribe.
NOW, THEREFORE, BE IT RESOLVED by the Borough Council of the Borough of
Highspire, that the annual trash fee rate for the fiscal year 2025 shall be $387.00 per collection
unit.

SUBMISSION OF AN APPLICATION TO REQUEST A STATEWIDE LOCAL
SHARE ASSESSMENT GRANT FOR ROADWAY REHABILITATION.

through the Commonwealth Financing Authority, offers Local Share Account (LSA) Statewide
grants to municipalities in Pennsylvania; and
WHEREAS, applications for LSA Statewide funding are now being accepted; and
WHEREAS, the LSA Statewide Program provides funding for projects in the public
interest.
NOW, THEREFORE, BE IT RESOLVED that the Borough of Highspire hereby
requests a Statewide Local Share Assessment grant of up to One-Million Dollars ($1,000,000.00)
from the Commonwealth Financing Authority to be used for the Highspire Borough Roadway
Rehabilitation Program.
BE IT FURTHER RESOLVED that the Applicant does hereby designate Mr. Michael J.
Anderson, Borough Council President, and Mr. Mark L. Stonbraker, Borough Secretary, as the
officials to execute all documents and agreements between the Borough of Highspire and the
Commonwealth Financing Authority to facilitate and assist in obtaining the requested grant.
I, Mark L. Stonbraker, duly qualified Secretary of the Borough of Highspire, Dauphin
County, PA, hereby certify that the forgoing is a true and correct copy of a Resolution duly adopted
by a majority vote of the Borough Council of the Borough of Highspire at a meeting held on

RESOLUTION NO. 30 – 2024
A RESOLUTION OF THE BOROUGH COUNCIL OF THE BOROUGH OF
HIGHSPIRE, DAUPHIN COUNTY, PENNSYLVANIA, REAPPOINTING ROBERT
MYERS TO A THREE-YEAR TERM OF OFFICE ON THE HIGHSPIRE BOROUGH
ZONING HEARING BOARD.
WHEREAS, the Borough Council is hereby empowered to appoint members of the Highspire
Zoning Hearing Board; and
WHEREAS, Mr. Robert Myers currently resides at 35 Race Street in the Borough of Highspire
and is a member in good standing with the community; and
WHEREAS, Mr. Myers is currently employed as a Code Enforcement Officer, Building Code
Official and Zoning Officer for the Borough of Penbrook, Dauphin County, Pennsylvania; and
WHEREAS, Mr. Myers has served as Chairperson on the Highspire Zoning Hearing Board in
which that term of office is to expire by limitation on December 31, 2024; and
WHEREAS, Mr. Myers has expressed interest to continue serving as a regular member on the
Highspire Zoning Hearing Board.
NOW, THEREFORE, BE IT RESOLVED by the Borough Council of the Borough of
Highspire, Dauphin County, Pennsylvania, that Robert Myers is hereby appointed to fulfill the
term of office on the Highspire Zoning Hearing Board, said term to be effective January 1, 2025
and to expire as of midnight December 31, 2027

A RESOLUTION OF THE BOROUGH COUNCIL OF THE BOROUGH OF
HIGHSPIRE, DAUPHIN COUNTY, PENNSYLVANIA, REAPPOINTING MARY
JANE SNYDER TO A SIX-YEAR TERM OF OFFICE ON THE HIGHSPIRE
BOROUGH CIVIL SERVICE COMMISSION.
WHEREAS, the Borough Council of the Borough of Highspire is empowered to appoint members
of the Highspire Borough Civil Service Commission pursuant to Article 11 of the Borough Code
and Ordinance No. 443 (Chapter 1, Part 3, §315 of the Codified Ordinances of the Borough of
Highspire; and
WHEREAS, Act 43 of 2012, The Borough Code, Section 1172, authorizes Borough Council to
appoint up to three Members and three alternate Board Members to the Civil Service Commission;
and
WHEREAS, Mrs. Mary Jane Snyder has expressed her interest in continuing to serve as a member
on the Highspire Civil Service Commission, in which that term of office is to expire by limitation
on December 31, 2024; and
WHEREAS, Mrs. Snyder is a resident of 240 Market Street, in the Borough of Highspire, and is
a member in good standing within the community.
NOW, THEREFORE, BE IT RESOLVED by the Borough Council of the Borough of
Highspire, that Mrs. Snyder is hereby appointed to a six-year term of office as a Member of the
Highspire Borough Civil Service Commission, said terms to be effective January 1, 2025, and
expire at midnight on December 31, 2030.

HACKMAN TO A SIX-YEAR TERM OF OFFICE ON THE HIGHSPIRE BOROUGH
CIVIL SERVICE COMMISSION.
WHEREAS, the Borough Council of the Borough of Highspire is empowered to appoint members
of the Highspire Borough Civil Service Commission pursuant to Article 11 of the Borough Code

is a member in good standing within the community.
NOW, THEREFORE, BE IT RESOLVED by the Borough Council of the Borough of
Highspire, that Mr. Hackman is hereby appointed to a six-year term of office as a Member of the
Highspire Borough Civil Service Commission, said terms to be effective January 1, 2025, and
expire at midnight on December 31, 2030.

RESOLUTION NO. 33 – 2024
A RESOLUTION OF THE BOROUGH COUNCIL OF THE BOROUGH OF
HIGHSPIRE, DAUPHIN COUNTY, PENNSYLVANIA, TO RATIFY AND APPROVE
THE ACTIONS OF THE MAYOR OF HIGHSPIRE BOROUGH WHICH INCLUDE
THE PROCLAMATION OF OPEN BURNING BAN ON NOVEMBER 6, 2024.
WHEREAS, the Borough Code of the Commonwealth of Pennsylvania, Article X,
Section 1006, empowers the Mayor to declare an Emergency within the Borough of Highspire;
and
WHEREAS, Highspire Borough Ordinance # 375, empowers the Mayor of Highspire to
declare emergencies based on conditions within the Borough of Highspire which include weather
related events; and
WHEREAS, Due to a lack of significant rainfall which has caused extremely dry
weather conditions resulting in increased and elevated threat from fire to the citizens of the
Borough of Highspire; and
WHEREAS, Mayor Von E. Hess enacted a temporary ban on open burning in the
Borough of Highspire from 11:00am Wednesday, November 6, 2024 until further notice
NOW, THEREFORE, BE IT RESOLVED by the Borough Council of the Borough of
Highspire, Dauphin County, Pennsylvania, hereby ratifies and approves the actions of Mayor
Hess as stated above.
