City Council Meeting

__________________________________________________________________________________ COMMON COUNCIL MINUTES Monday, June 21, 2021 The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday, June 21, 2021 at 7:00 PM. All present stood and recited the Pledge of Alliance. Mayor Kubarski asked for affirmation of proper public notice to which City Clerk Sheila Schraufnagel replied, “Yes”. Roll call was taken with Alderpersons Rick Hanke, Garth Hitselberger, Thomas Hotek, Patricia Moen, Darrow Novy, Elizabeth Parish, and Randy Seeley present. Mark Lankey was absent. Others in attendance were: City Administrator Joshua Finch, City Clerk Sheila Schraufnagel, City Treasurer Lisa Johnson, Police Chief Patrick Clark, City Auditor Bill Moilien, Librarian Jacqueline Pysarenko and Hillsboro Sentry Editor, Nicolette Nauman. Motion by Hanke, second by Hotek to approve the May 17, 2021 Common Council minutes. Motion carried. Bill Moilien from Johnson Block & Company, Inc. gave a 2020 Audit Presentation. City Treasurer Lisa Johnson gave a presentation regarding the 2020 Annual Financial Report. Motion by Hotek, seconded by Novy to approve CMAR Resolution #03-2021 A Resolution Acknowledging Receipt and Review of the Hillsboro Compliance Maintenance Annual Report as Required by the Wisconsin Pollutant Discharge Elimination System Permit Issued by the Wisconsin Department of Natural Resources. Motion carried. Motion by Novy, seconded by Parish to approve Tax Incremental District (TID) #2 Termination Resolution #04-2021. Motion carried. Motion by Hanke, seconded by Novy to approve Pay Application No. 8-August Winter & Sons, Inc. in the amount of $145,548.32 for the Wastewater Treatment Facility Project. Motion carried. Motion by Parish, seconded by Moen to approve Field Veterans Memorial Park Special Use Permit for Gundersen St. Joseph’s Fun Run on October 16, 2021. Motion carried. Administrator Finch reported the Shanesy Ave./Mill Street Alley Bids are due June 30, 2021. Mr. Finch will be visiting Stevens Point on June 25th to view their trains and structure regarding our own Train Restoration Project. Mr. Finch is still working on a lake cleanup affordable solution. Motion by Moen, seconded by Hanke to approve the Sidewalk Use Permit for Let’s Shine Coffee. Motion carried. Motion by Hanke, seconded by Hitselberger to approve Combination Class “A” Beer and Liquor License for Dollar General #6914-Agent Christine Engelhardt. Motion carried. Motion by Hanke, seconded by Moen to approve Combination Class “A” Beer and Liquor License for Kwik Trip. Inc.-Agent Katelyn Hach. Motion carried. Motion by Parish, seconded by Hitselberger to approve Combination Class “A” Beer and Liquor License for The Cheese Store and More, LLC-Agent Amy Sebranek. Motion carried. Motion by Hanke, seconded by Hitselberger to approve Combination Class B Fermented Malt Beverage and Liquor Retail License for Hillsboro Firemen’s Memorial Park & Hall, Inc. -Agent Thomas Sebranek contingent upon the Liquor License Inspection is completed by June 30th. Motion carried. Motion by Hanke, seconded by Hotek to approve Combination Class B Fermented Malt Beverage and Liquor Retail License for Hillsboro Hotel Group, LLC-Agent Michelle Hastings. Motion carried. Motion by Moen, seconded by Hitselberger to approve Combination Class B Fermented Malt Beverage and Liquor Retail License for Hillsboro Brewing Company, LLC-Agent Snapper Verbsky. Motion carried. Motion by Novy, seconded by Hitselberger to approve Outdoor Consumption Permit for Hillsboro Brewing Company, LLC. Motion carried. Motion by Novy, seconded by Hanke to approve Outdoor Consumption Permit for Hillsboro Hotel Group, LLC. Motion carried. Motion by Hitselberger, seconded by Hanke to approve Operator License #11-2021 and #33-2021. Motion carried. Motion by Parish, seconded by Hitselberger to adjourn at 8:13 P.M. Motion carried.
