City Council Meeting

__________________________________________________________________________________ COMMON COUNCIL MINUTES Monday, July 19, 2021 The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday, July 19, 2021 at 7:00 PM. All present rose and recited the Pledge of Alliance. Mayor Kubarski asked for affirmation of proper public notice to which City Clerk Sheila Schraufnagel replied, “Yes”. Roll call was taken with Alderpersons Rick Hanke, Garth Hitselberger, Thomas Hotek, Mark Lankey, Darrow Novy, and Randy Seeley present. Elizabeth Parish arrived at 7:06 P.M. Pat Moen was absent. Others in attendance were: City Administrator Joshua Finch, City Clerk Sheila Schraufnagel, Police Chief Patrick Clark, and Hillsboro Sentry Editor, Nicolette Nauman. Motion by Hanke, second by Hotek to approve the June 21, 2021 Common Council minutes. Motion carried. Motion by Lankey, seconded by Hanke to approve the monthly bills for payment. Motion carried. The City Council wanted to thank and extend their appreciation to City Treasurer Lisa Johnson and City Clerk Sheila Schraufnagel for their 20-Years of Service with the City. Motion by Hanke, seconded by Novy to approve the removal of probation for Officer Christopher Kucinsky. Motion carried. Motion by Hanke, seconded by Hitselberger to approve Change Order No. 3 from Terra Engineering & Construction Co.-Hillsboro Dam Gate Replacement & Structure Repair. Motion carried. Motion by Hanke, seconded by Novy to approve Change Order #4 from Terra Engineering and Construction Co.-Dam Gate Replacement & Structure Repair contingent upon clarification of the change order to Administrator Finch and to include a possible retainage amount. Motion carried. Hitselberger opposed. Motion by Hanke, seconded by Novy to approve Pay Application #13 (Final) from Terra Engineering and Construction for Dam Gate Replacement & Repairs in the amount of $58,737.94 contingent upon clarification of the Pay Application to Adminstrator Finch. Motion carried. Hitselberger opposed. Motion by Novy, seconded by Hitselberger to approve Krueger Excavating Bid in the amount of $7600 for Shanesy Avenue/Mill Street Alley Reconstruction. Motion carried. Motion by Novy, seconded by Hanke to approve Ordinance #01-2021 An Ordinance to Repeal, Amend, and Re-Create Section 10.1.21(a) of the Code of Ordinances of the City of Hillsboro, Wisconsin. Additional Restrictions on Heavy Traffic in Non-commercial alleys. Motion carried. Motion by Hanke, seconded by Hotek to adjourn at 7:30 P.M. Motion carried.
