__________________________________________________________________________________ COMMON COUNCIL MINUTES Monday, August 16, 2021 The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday, August 16, 2021 at 7:00 PM. All present rose and recited the Pledge of Alliance. Mayor Kubarski asked for affirmation of proper public notice to which City Clerk Sheila Schraufnagel replied, “Yes”. Roll call was taken with Alderpersons Rick Hanke, Garth Hitselberger, Thomas Hotek, Mark Lankey, Patricia Moen, Darrow Novy, and Randy Seeley present. Elizabeth Parish arrived at 7:07 P.M. Others in attendance were: City Administrator Joshua Finch, City Clerk Sheila Schraufnagel, Streets Lead Joe Haugh, Representatives with St. Paul’s Evangelical Lutheran Church, and Hillsboro Sentry Editor, Nicolette Nauman. Motion by Hanke, second by Hotek to approve the July 19, 2021 Common Council minutes. Motion carried. Motion by Lankey, seconded by Hanke to go into closed session at 7:06 P.M. Pursuant Sec. 19.85 (1)(c), Wis Stats., sanctions the use of closed sessions where governmental bodies are considering the sale of city property. Motion carried. A motion was made in closed session by Lankey, seconded by Moen to return to open session at 7:25 P.M. Motion carried. Motion by Hanke, seconded by Novy to approve the lot land sale to St. Paul’s Evangelical Lutheran Church for $5,000 if open/operating by September 1, 2023 and $10,000 if not. Also, if not completed by 2024 the Council would re-visit the situation and at that time the City would have the option to re-consider taking back the land. Motion carried. Motion by Lankey, seconded by Parish to approve the monthly bills for payment. Motion carried. Motion by Lankey, seconded by Moen to approve Roofing Proposal with Schwartz Coatings, LLC in the amount of $11,800. Motion carried. Motion by Novy, seconded by Hanke to approve the Spring Street Bid from D.L. Gasser Construction in the amount of $51,886. Motion carried. Motion by Lankey, seconded by Hotek to approve the Terms of Engagement with Johnson Block & Company, Inc. in regards to the TID #2 Closure. Motion carried. Motion by Hitselberger, seconded by Hanke to approve Payment Application #2 from Gerke Excavating, Inc. for Elm Avenue Reconstruction in the amount of $89,136.00 contingent upon clarification of the Pay Application to Administrator Finch. Motion carried. Motion by Moen, seconded by Hotek to approve Payment Application #9 to August Winter & Sons, Inc. for 2020 Wastewater Facility Improvements in the amount of $53,225. Motion carried. Motion by Lankey, seconded by Moen to approve Change Order #2-Elm Avenue Reconstruction and FVM Path Construction from Gerke Excavating, Inc. Motion carried. Motion by Novy, seconded by Hanke to approve the City Land Sales Contract Renewal for 1017 Mitscher Avenue. Motion carried. Motion by Hitselberger, seconded by Lankey to approve payment of Invoice #171 to Bluestem Forestry Consulting, Inc. in the amount of $3,170 for City of Hillsboro tree inventory. Motion carried. Motion by Lankey, seconded by Hitselberger to approve Ordinance #02-2021 An Ordinance to Repeal, Amend, and Re-create Section 10.1.21(a) of the Code of Ordinance of the City of Hillsboro, Wisconsin. Additional Restrictions on Heavy Traffic in Non-commercial Alleys. Motion carried. Motion by Hitselberger, seconded by Moen to approve Operator License No. 38-2021. Motion carried. Motion by Hanke, seconded by Hitselberger to go into closed session at 7:53 P.M. Pursuant to Sec. 19.85(1)(c), Wis. Stats., sanctions the use of closed sessions where governmental bodies are considering employment, promotion, compensation, or performance evaluation of any public employee – Administrator Contract/Evaluation/Police Chief Evaluation/Employee Wages and Benefits. Motion carried. Motion by Hotek, seconded by Hanke to return to open session at 8:47 P.M. Motion carried. Motion by Hanke, seconded by Hitselberger to adjourn at 8:48 P.M. Motion carried.
