__________________________________________________________________________________ COMMON COUNCIL MINUTES Monday, February 19, 2024 The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday, February 19, 2024 at 7:00 PM. All present stood and recited the Pledge of Alliance. Mayor Kubarski asked for affirmation of proper public notice to which City Clerk Sheila Schraufnagel confirmed the meeting did receive proper public notice. Roll call was taken with Alderpersons Leanne Beyer, Rick Hanke, Thomas Hotek, Mark Lankey, Patricia Moen, Darrow Novy, Elizabeth Parish, and Randall Seeley present. Others in attendance were: City Administrator Joshua Finch, City Clerk Sheila Schraufnagel, Administrator Assistant Sara McDonald, Police Chief Patrick Clark, Alex McDonough, and Hillsboro Sentry Editor, Nicolette Nauman. Motion by Beyer, seconded by Moen to approve the January 15, 2024 Common Council minutes. Motion carried. Motion by Lankey, seconded by Hotek to approve the monthly bills for payment. Motion carried. Motion by Lankey, seconded by Hanke to approve Ordinance #1-2024 Amending and Recreating Section 11.2.1 of the Code of Ordinances of the City of Hillsboro, Wisconsin in Relation to Firearm Discharge. Motion carried. Motion by Hanke, seconded by Beyer to approve Ordinance #2-2024 Amending and Recreating Section 10.1.32(a) of the Code of Ordinances of the City of Hillsboro, Wisconsin in Relation to Parking Restrictions. Motion carried. Motion by Novy, seconded by Moen to approve Consent Resolution #3-2024 Approving the Offer to Purchase and the Development Agreement for 721 High Avenue. Motion carried. Hanke abstained. Motion by Hotek, seconded by Novy to approve Consent Resolution #4-2024 Approving the Offer to Purchase and the Development Agreement for 1017 Mitscher Avenue. Motion carried. Hanke abstained. Motion by Lankey, seconded by Beyer to approve Resolution #5-2024 Approving the Creation of TID#5. Motion carried. Motion by Hanke, seconded by Beyer to approve an extension of the Residency Requirement of Certain Officials and Employees until the Committee of the Whole update on May 14, 2024. Motion carried. Motion by Seeley, seconded by Hotek to adjourn at 7:10 P.M. Motion carried.
