__________________________________________________________________________________ COMMON COUNCIL MINUTES Monday, January 15, 2024 The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday, January 15, 2024 at 7:00 PM. All present stood and recited the Pledge of Alliance. Mayor Kubarski asked for affirmation of proper public notice to which City Clerk Sheila Schraufnagel confirmed the meeting did receive proper public notice. Roll call was taken with Alderpersons Leanne Beyer, Rick Hanke, Thomas Hotek, Mark Lankey, Patricia Moen, Darrow Novy, Elizabeth Parish, and Randall Seeley present. Others in attendance were: City Administrator Joshua Finch, City Clerk Sheila Schraufnagel, Police Chief Patrick Clark, Police Sergeant Christopher Kucinsky, Brandon and Kim Kiel, Alex McDonough, Sara McDonald, Kahya Fox with Habitat for Humanity, Andy Towner with Wieser Brothers, and Hillsboro Sentry Editor, Nicolette Nauman. Motion by Parish, seconded by Hanke to approve the December 18, 2023 Common Council minutes. Motion carried. Clerk Schraufnagel administered the Police Oath of Office to Brandon Kiel. Motion by Lankey, seconded by Hotek to approve the monthly bills for payment. Motion carried. Motion by Hanke, seconded by Moen to approve Resolution #1-2024, Formally Opposing the Regulation of Storm water Utilities by the Public Service Commission of Wisconsin as Identified in Senate Bill 455 and Assembly Bill 457. Motion carried. Motion by Hanke, seconded by Beyer to approve Resolution #2-2024, Adopting the Vernon County Multi-Hazard Mitigation Plan 2023-2028. Motion carried. Motion by Lankey, seconded by Hotek to go into closed session at 7:11 P.M. Sec. 19.85(1)(e). Wis Stats., sanctions the use of closed sessions where governmental bodies are deliberating or negotiating the purchase of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed sessions. Motion carried. Motion by Beyer, seconded by Hanke to return to open session at 8:45 P.M. Motion carried. Motion by Seeley, seconded by Beyer to adjourn at 8:48 P.M. Motion carried.
