__________________________________________________________________________________ COMMON COUNCIL MINUTES Monday, December 18, 2023 The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday, December 18, 2023 at 7:00 PM. All present stood and recited the Pledge of Alliance. Mayor Kubarski asked for affirmation of proper public notice to which City Clerk Sheila Schraufnagel confirmed the meeting did receive proper public notice. Roll call was taken with Alderpersons Leanne Beyer, Rick Hanke, Thomas Hotek, Darrow Novy, Elizabeth Parish, and Randall Seeley present. Mark Lankey and Patricia Moen were absent. Others in attendance were: City Administrator Joshua Finch, City Clerk Sheila Schraufnagel, Police Chief Patrick Clark, Wisconsin State Assembly Republican Representative Tony Kurtz, Mike Burch, and Hillsboro Sentry Editor, Nicolette Nauman. Motion by Hanke seconded by Beyer to approve the November 20, 2023 Common Council minutes. Motion carried. Wisconsin State Assembly Republican Representative Tony Kurtz was present to give a Legislative update. Motion by Novy, seconded by Hotek to open the public hearing at 7:30 PM in regards to the Land Use Zoning change. Motion carried. Mike Burch was present to express his concerns regarding Ordinance #4-2023 Regulation of Hunting within the City of Hillsboro city limits. Motion was made by Beyer, seconded by Hanke to close the public hearing at 7:47 PM. Motion carried. Motion by Hotek, seconded by Novy to approve the monthly bills for payment. Motion carried. Motion by Beyer, seconded by Hanke to approve Resolution #11-2023 Ambulance Association Agreement. Motion carried. Motion by Hotek, seconded by Seeley to approve Resolution #12-2023 Appointing Election Inspectors for the 2024-2025 election cycle. Motion carried. Motion by Hanke, seconded by Hotek to table Ordinance #4-2023-Agriculture Land Use until next month. Motion carried. Motion by Hanke, seconded by Beyer to approve the appointment of Kwik Trip’s new successor agent Henry Piatek. Motion carried. Administrator Finch announced the Holiday Decorating Contest winners: 1st place Robert and Christi Kouba, Hillsborough Ave. 2nd place Jacob Soller and Michelle Russell, Hill Ave. 3rd place Dory Stahlkopf, Mill St. Motion by Novy, seconded by Beyer to approve the hiring of Brandon Kiel to the City of Hillsboro Police Department. Motion carried. Randy Seeley was opposed. Motion by Hotek, seconded by Hanke to adjourn at 7:55 PM. Motion carried.
