COMMON COUNCIL MINUTES
Monday, November 20, 2023
The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday,
November 20, 2023 at 7:00 PM. All present stood and recited the Pledge of Alliance.
Mayor Kubarski asked for affirmation of proper public notice to which City Clerk Sheila
Schraufnagel confirmed the meeting did receive proper public notice.
Roll call was taken with Alderpersons Leanne Beyer, Rick Hanke, Mark Lankey, Darrow
Novy, Elizabeth Parish, and Randall Seeley present. Thomas Hotek and Patricia Moen were
absent.
Others in attendance were: City Administrator Joshua Finch, City Clerk Sheila Schraufnagel,
Police Chief Patrick Clark, Mr. Scott Egan and 8th Grade Leadership, Thomas and Heather
Stowell, Erin Jirschele, and Hillsboro Sentry Editor, Nicolette Nauman.
Motion by Hanke seconded by Beyer to approve the October 16, 2023 Common Council
minutes. Motion carried.
The 8th Grade Leadership addressed their concerns regarding the tennis/basketball courts.
They were wondering what the current status was regarding the renovation of the courts.
Administrator Finch said the reconstruction of the courts and all parks have been in the
Parks Plan for years. The cost of the courts renovation would be $125,000 - $200,000.
Some of the concerns the Leadership Team had was: wanting the courts re-done for tennis,
basketball, and pickle ball, install a sand volleyball court, and more equipment available
such as basketballs, volleyballs, tennis and pickle ball rackets. They liked the courts as the
centralized area for activities due to safety. The Council was very appreciative and
impressed with the Leadership Team’s ideas and will definitely take their suggestions into
consideration and work at getting a reconstruction plan in place. The Leadership Team is
very eager to help in any way they can with donating time and organize any fund raising
needed.
Motion by Hanke, seconded by Beyer to open the public hearing at 7:32 PM in regards to
the Special Charges rolling to the 2023 tax bills. Motion carried. With no
questions/concerns from the public a motion was made by Lankey, seconded by Beyer to
close the public hearing at 7:33 PM. Motion carried.
Motion by Hanke, seconded by Beyer to open the public hearing at 7:33 PM in regards to
the 2024 City of Hillsboro budget. Motion carried. With no questions/concerns from the
public a motion was made by Lankey, seconded by Hanke to close the public hearing at
7:34 PM. Motion carried.
Motion by Lankey, seconded by Novy to approve the monthly bills for payment. Motion
carried.
Motion by Lankey, seconded by Novy to approve Resolution #8-2023 Adding Certain
Special Charges to Property Tax Bills and waive a special charge in the amount of $150.00
for 606 Field Avenue. Motion carried.
Motion by Hanke, seconded by Seeley to approve Resolution #9-2023 Establishing Certain
User Fees and Fees for Various Licenses and Permits for 2024. Motion carried.
Motion by Novy, seconded by Beyer to approve Resolution #10-2023 2024 Budget and
Property Tax Levy. Motion carried.
Motion by Lankey, seconded by Hanke to approve Johnson Block for facilitation of a Full
Water Rate Case in the amount of $8000 - $12,000. Motion carried.
Motion by Lankey, seconded by Novy to approve Ordinance #3-2023 To Amend and
Recreate Section 10.1.37 of the Code of Ordinances of the City of Hillsboro, Wisconsin
updated Snow Emergency Parking. Motion carried. Beyer opposed and Hanke abstained.
The City of Hillsboro Holiday Decorating Contest judging will be held December 16-17,
2023. Entry period is 11-20-23 to 12-15-2023.
Motion by Beyer, seconded by Hanke to adjourn at 8:06 PM. Motion carried.
