COMMON COUNCIL MINUTES
Monday, October 16, 2023
The Common Council Meeting was called to order by Mayor Greg Kubarski on Monday,
October 16, 2023 at 7:00 PM. All present stood and recited the Pledge of Alliance. Mayor
Kubarski asked for affirmation of proper public notice to which City Clerk Sheila
Schraufnagel confirmed the meeting did receive proper public notice.
Roll call was taken with Alderpersons Leanne Beyer, Rick Hanke, Thomas Hotek, Mark
Lankey, Patricia Moen, Darrow Novy, Elizabeth Parish, and Randall Seeley present.
Others in attendance were: City Administrator Joshua Finch, City Clerk Sheila Schraufnagel,
Police Chief Patrick Clark, Citizen Alex McDonough, and Hillsboro Sentry Editor, Nicolette
Nauman.
Motion by Hanke seconded by Beyer to approve the September 18, 2023 Common Council
minutes. Motion carried.
Motion by Lankey, seconded by Hotek to approve the monthly bills for payment. Motion
carried.
With great appreciation Mayor Kubarski presented Chief Patrick Clark with a Certificate of
Recognition for his 30 years of service and dedication to the City of Hillsboro.
Motion by Hanke, seconded by Beyer to approve Resolution #6-2023 Summary Budget
Public Notice Resolution. Motion carried.
Motion by Hotek, seconded by Parish to approve Resolution #7-2023 A Resolution
Establishing 2024 Health Reimbursement Arrangement Account Amounts. Motion carried.
Motion by Hanke, seconded by Moen to approve Ordinance #2-2023 An Ordinance to
Amend and Recreate Section 2.3.19 of the Code of Ordinance of the City of Hillsboro,
Wisconsin, “Residency Requirement of Certain Officials and Employees”. Motion carried.
Motion by Hanke, seconded by Beyer to approve the Animal Care Provider Agreement-
Unlimited Plan between the City of Hillsboro and Driftless Humane Society, Inc. in the
amount of $2760.64. Motion carried.
The City of Hillsboro received in two bids in regards to the city’s liability insurance
renewal. League of Wisconsin/Baer Insurance submitted a bid in the amount of $50,857
and Hofmeister Insurance Agency in the amount of $55,680. Motion by Beyer, seconded by
Hanke to approve the bid received from Baer Insurance for $50,857. Motion carried.
Trick or Treat hours in the city are October 31, 2023 from 4:00 PM to 7:00 PM.
City Fall Clean-up will be October 28, 2023 from 7:30 AM to 11:00 AM.
Motion by Hanke, seconded by Beyer to adjourn at 7:17 PM. Motion carried.
