Committee of the Whole Meeting

__________________________________________________________________________________ COMMITTEE OF THE WHOLE MINUTES TUESDAY, MAY 12th, 2020 Mayor Greg Kubarski called the Committee of the Whole meeting, which was also a remote meeting (attendees appearing by phone designated with (p)) to order at 7:00 p.m. on Tuesday, May 12th, 2020. Committee members present at the time the meeting was called to order were: Liz Parish (p), Garth Hitselberger (p), Pat Moen (p), Darrow Novy (p), Rick Hanke (p), Randy Seeley, Tom Hotek (p), and Mark Lankey (p). Others present included: City Administrator Adam Sonntag, Police Chief Pat Clark, Nicolette Nauman of the Hillsboro Sentry-Enterprise (p), and Ron Schreve (p). Mayor Kubarski asked if this meeting received proper public notice to which Administrator Sonntag confirmed that the meeting did receive proper notice. A motion was made by Hanke, second by Parish, to approve the April 14th, 2020 Committee of a Whole meeting minutes. Motion carried. Registered Public Comment – None. Safety and Welfare Chief Clark provided the Police Chief’s report, which included 110 incidents for the month and an update on the Voltz property clean-up. The Committee reviewed a proposal that allows the Common Council to designate the authority to issue operator’s licenses. Sonntag discussed the state law change, benefits, and designating the City Clerk to approve applications. Hanke requested the clerk only issue clean applications. Moen discussed past challenges with issuing licenses. Mayor Kubarski discussed the benefits of streamlining the process. Hitselberger stated the clerk should be able to issue a license if the back sheet of the application is clean. After discussion, a motion by Hanke, second by Novy to recommend drafting an ordinance that allows the City Clerk to issue an operator’s license if the investigation results are clean. Motion carried. With no other items, the Committee moved to the Improvement and Services report. Improvement and Services The Committee received an update on the dam project. The Committee received an update on the CWF/CDBG WWTP Upgrade project, including construction contracts being signed. The apartment buildings are also progressing. Sonntag reported the Water Ave. Lift Station rebids will be reviewable by Monday. The Committee was provided an update on the Elm Ave. Reconstruction project, including the WisDOT contract being approved and MSA engineering contracts being drafted. Novy warned of soft spots on Elm Ave. The Committee was provided an update on the FVM Lake Park trail project, including the DNR contract being approved and MSA engineering contracts being drafted The Committee reviewed proposals for replacing the end loader. Novy discussed a low interest lease rate from CAT. Sonntag discussed the financial implications of buying a loader now and recommended waiting until it can be placed in a budget. Novy and Kubarski discussed the need, but agreed the loader is in good enough shape to last. The Committee recommended revisiting the loader purchase later this year. With no other items, the Committee moved on to Finance and Personnel. Finance and Personnel After reviewing the monthly bills, the Committee recommended moving the bills on to the Council agenda. Sonntag provided an Administrator’s report, which included an update on the city’s COVID-19 response and Spring Clean-Up. The Committee reviewed the job announcement for the Library Director position. The Committee discussed the 2020 pool season. Sonntag discussed some of the challenges with opening on time this season and dealing with operations with the coronavirus. Mayor Kubarski discussed some of the changes that might be necessary, all of which don’t make the pool as fun. Hanke requested the city take a wait and see approach to the season. The Committee recommended deciding later on the pool season. The Committee reviewed a COVID-19 Small Business Response and Reopen Grant Program. After discussion, the committee recommended approval of the grant program. New Business – Novy asked about the farmland sale.
