Committee of the Whole Meeting

__________________________________________________________________________________ COMMITTEE OF THE WHOLE MINUTES TUESDAY, JUNE 9th, 2020 Mayor Greg Kubarski called the Committee of the Whole meeting to order at 7:00 p.m. on Tuesday, June 9th, 2020. Committee members present at the time the meeting was called to order were: Liz Parish (p), Garth Hitselberger, Pat Moen, Darrow Novy, Rick Hanke, Randy Seeley, Tom Hotek, and Mark Lankey. Others present included: City Administrator Adam Sonntag, Police Chief Pat Clark, Erin Hora, Morgan Huntley, and Rob Uphoff of MSA. Public access was provided via conference call. Mayor Kubarski asked if this meeting received proper public notice to which Administrator Sonntag confirmed that the meeting did receive proper notice. A motion was made by Hanke, second by Parish, to approve the May 12th, 2020 Committee of a Whole meeting minutes. Motion carried. Safety and Welfare Chief Clark provided the Police Chief’s report, which included 123 incidents for the month and a discussion about a stabbing incident. Hanke questioned the frequency and impact of multiple charges for a single individual in the report. Chief Clark discussed a vandalism incident in the park. Pool employees Morgan Huntley an Erin Hora were in attendance to discuss the pool season. Hora discussed lifeguard training, recertification, and swim lessons. Huntley discussed open swim, pool operations, and the safety plan. Committee members discussed the positives and negatives of opening the pool during the COVID-19 emergency. Sonntag discussed employee exposure and the needs to be flexible through the summer. The Committee reviewed the pool safety operations plan and discussed prioritizing use for city residents. After discussion, a motion was made by Hanke, second by Novy to open the pool for the 2020 season with safety guidelines in place. Mayor Kubarski commented that Huntley and Hora’s work and effort to create a safety and opening plan was appreciated. With no other items, the Committee moved to the Improvement and Services report. Improvement and Services The Committee received a comprehensive engineering update from City Engineer Rob Uphoff of MSA. Novy asked to have Gassers look at the road joint on Mechanic St. Uphoff discussed progress and timelines for the Hillsboro Dam Project. The Committee received an update Salsbery Circle Project, including completion of the road and grading projects. Sonntag reported streetlights are being added and construction of the apartments is moving along for an August completion. Uphoff provided an update on the CTH FF Bridge Expansion project, including contract signings and DNR permitting. Sonntag reported Land O’Lakes wants to start the wall project, so the city will be working with them in coordination with the bridge project. Novy discussed the utilities in the area that will need to be moved. The Committee received an update on the Water Ave. Lift Station, including permitting and need for an easement. Uphoff discussed the WWTP upgrade, including wetland reports and timeline. Preconstruction meeting is Thursday, June 11th. The Committee was provided an update on the Elm Ave. Reconstruction and FVM Lake Park Trail projects, including completed wetland reports and staking the site to see the trail layout. Novy discussed the need to address soft spots on Elm Ave. with Uphoff. Sonntag stated a bid alternate will be included to connect a trail in Salsbery Circle. The Committee reviewed a copper ALE for the most recent round of lead and copper testing. Uphoff discussed the need to complete a full corrosion control study and the time it will take to optimize treatment. Sonntag discussed DNR’s desire to optimize treatment. The Committee discussed past issues and moving forward with the full study. The Committee recommended approval of the CMAR Resolution. With no other items, the Committee moved on to Finance and Personnel. Finance and Personnel After reviewing the monthly bills, the Committee recommended moving the bills on to the Council agenda. Sonntag provided an Administrator’s report, which included the state highway project and library director hiring. The Committee discussed the COVID-19 response. Sonntag discussed facility openings and small business grants. The Committee reviewed a request to lower liquor license fees for bars impacted by COVID-19. Hitselberger recommended a 50% reduction and the committee agreed. Sonntag discussed county response to COVID- 19 and CARES funding for the city totaling $22,647. The Committee recommended approving the sale of Lot 59 in Tinker’s Bluff. New Business – None. Motion by Lankey, second by Hanke, to enter closed session at 8:45 p.m. to discuss a hospital land sale proposal. Motion carried.
