Committee of the Whole Meeting

__________________________________________________________________________________ COMMITTEE OF THE WHOLE MINUTES TUESDAY, JULY 14th, 2020 Mayor Greg Kubarski called the Committee of the Whole meeting to order at 7:34 p.m. on Tuesday, July 14th, 2020. Committee members present at the time the meeting was called to order were: Liz Parish, Garth Hitselberger, Pat Moen, Darrow Novy, Rick Hanke, Randy Seeley, and Tom Hotek. Mark Lankey was absent. Others present included: City Administrator Adam Sonntag, Police Chief Pat Clark, and Nicolette Nauman of the HSE. Mayor Kubarski asked if this meeting received proper public notice to which Administrator Sonntag confirmed that the meeting did receive proper notice. A motion was made by Hanke, second by Parish, to approve the June 9th, 2020 Committee of a Whole meeting minutes. Motion carried. Registered Public Comment – None. Safety and Welfare Chief Clark provided the Police Chief’s report, which included 104 incidents for the month, including two solved vehicle thefts. Hanke asked about vehicle break-ins. Seeley discussed issues with dispatch relaying messages to the department. Chief Clark discussed a department policy for cellphones, including issuing a cellphone to each squad. Chief Clark stated First Net through AT&T has offered deals and priorities for police departments. The Committee approved of the department cellphone changes. Sonntag discussed COVID-19 response and CARES Act funding. The committee discussed additional purchases to respond to COVID-19, including UV light disinfection. Mayor Kubarski discussed HVAC disinfection. Seeley discussed the importance of keeping the ability to hold meetings. The Committee recommended reviewing the emergency declaration at the council meeting. The Committee recommended the city move forward with the inspection of a blighted property if the property owner fails to work with the city to maintain the property at 1014 Mitscher Ave. With no other items, the Committee moved to the Improvement and Services report. Improvement and Services Sonntag provided an update on the Elm Ave. reconstruction project, including impacts of a Supreme Court decision. Sonntag also mentioned there are plans to connect the Tinkers Bluff trail to Salsbery Circle. Sonntag discussed delays with the gates for the dam project due to COVID-19 and plan changes. Mayor Kubarski stated this may provide more time to burn off the lake. The Committee received an update CWF/CDBG WWTP upgrade, including construction commencing and CWF loan closing. Sonntag provided an update on the CTH FF Bridge Expansion project, including county approvals and Land O’Lakes wall approvals. The Committee received word the WisDOT will be at the council meeting to discuss the state highway project plans. Sonntag discussed necessary meter reading upgrades. With no other items, the Committee moved on to Finance and Personnel. Finance and Personnel After reviewing the monthly bills, the Committee recommended moving the bills on to the Council agenda. Hitselberger requested account names be included in the report. Sonntag provided an Administrator’s report, which included an update on a new Tinkers Bluff sign and the train project. The Committee reviewed the offer to purchase agreement for the hospital lands and recommended approval. Sonntag presented two resolutions relating to TIF districts. The Committee recommended approval of the TID2 affordable housing extension and the TID4 expenditure period resolutions. The Committee recommended ending the 2020 partnership with the Viroqua Chamber Main Street due to COVID-19 impacts and lower room tax revenues.
