__________________________________________________________________________________ COMMITTEE OF THE WHOLE MINUTES TUESDAY, DECEMBER 8, 2020 Mayor Greg Kubarski called the Committee of the Whole meeting to order at 7:02 p.m. on Tuesday, December 8, 2020. Committee members present at the time the meeting was called to order were: Liz Parish, Garth Hitselberger, Pat Moen (via telephone), Darrow Novy, Rick Hanke, Mark Lankey, and Tom Hotek (via telephone). Randy Seeley was absent. Others present included: City Administrator Adam Sonntag, Police Chief Pat Clark, and Nicolette Nauman of the HSE. Mayor Kubarski asked if this meeting received proper public notice to which Administrator Sonntag confirmed that the meeting did receive proper notice. A motion was made by Hanke, second by Lankey, to approve the November 11, 2020 Committee of a Whole meeting minutes. Motion carried. Registered Public Comment – None. Safety and Welfare Chief Clark presented the Police Chief’s Report 81 incidents for the month. Chief Clark reported 43 pounds of medication were collected during the drug take-back day, parking warnings were being issued, and Ford provided a $750 vehicle equipment grant to the department. Chief Clark provided an update on the Lexipol police department policies and procedures manual. Chief Clark described how changes are made to policies and how officers get trained. Hitselberger discussed his desire to review the body camera use policy. Chief Clark responded that it was online for view and discussed how policies for the department are reviewed already. Hitselberger requested the policy be placed in the packets for next meeting. Sonntag provided an update on the Police Officer application process, including number of applicants and candidate review. A recommendation for hiring an officer will be provided at the Common Council meeting. Sonntag stated all CARES Act funding has been submitted for reimbursement and the city is awaiting further federal/state response. With no other items, the Committee moved to the Improvement and Services report. Improvement and Services The Committee was provided an update on the Elm Ave. and FVM Trail projects, including Gerke being finished for the year and will return to in the spring. Hanke asked when the lake will be officially back. The Committee discussed the lake burn and fish stocking. The Committee was provided an update on lake burning, which is scheduled for 12/9/2020. Sonntag provided an update on the WWTP Upgrade, including plans for no pavement in 2020 and the ongoing dispute between the general contractor and a sub- contractor. Sonntag provided an update on the CTH FF Bridge Expansion project. The Committee reviewed the city’s response to the Notice of Violation from the DNR regarding treatment plant violations from high strength industrial waste. The Committee reviewed a quote for purchasing a John Deere 524 end loader. Novy and Mayor Kubarski recommended purchasing the additional grapple bucket for forestry and brush pile operations. After discussion, it was recommended the Brooks Tractor John Deere quote be moved to the Council agenda. With no other items, the Committee moved on to Finance and Personnel. Finance and Personnel After reviewing the monthly bills, the Committee recommended moving the bills on to the Council agenda. Sonntag provided an Administrator’s report, which included the 2021 audit contract and Holiday Decorating Contest. The Committee was informed the DNR had awarded the city an Urban Forestry Grant. New Business – Parish discussed Amish horse droppings. Chief Clark stated he has issued a couple $206 tickets to the Amish and has been in communication with their community regarding droppings.
