__________________________________________________________________________________ COMMITTEE OF THE WHOLE MINUTES TUESDAY, JANUARY 12, 2021 Mayor Greg Kubarski called the Committee of the Whole meeting to order at 7:01 p.m. on Tuesday, January 12, 2021. Committee members present at the time the meeting was called to order were: Liz Parish, Garth Hitselberger, Pat Moen, Randy Seeley, Darrow Novy, Rick Hanke, Mark Lankey (via telephone), and Tom Hotek (via telephone). Others present included: City Administrator Adam Sonntag, Police Chief Pat Clark, and Nicolette Nauman of the HSE. Mayor Kubarski asked if this meeting received proper public notice to which Administrator Sonntag confirmed that the meeting did receive proper notice. A motion was made by Hanke, second by Novy, to approve the December 8, 2020 Committee of a Whole meeting minutes. Motion carried. Registered Public Comment – None. Safety and Welfare Chief Clark presented the Police Chief’s Report, which included an annual report with three years of call information. December 2020 has a total of 98 calls. Chief Clark reported upcoming trainings for the department. Hanke asked about the call volume at the schools including walk-throughs. Chief Clark discussed the Police Portable Audio/Video Recorders (PAVR) Policy. Chief Clark discussed the policies that are required by law and the important elements of the PAVR policy. Histelberger provided a draft copy of a new PAVR policy based on Milwaukee’s policy. Discussion was held regarding the amount of officer discretion should be included in the policy. Mayor Kubarski supported the current policy and officer discretion. Hitselberger discussed issues he has found in his research with Lexipol and using the term should vs. shall. The Committee discussed the language of the policy and the current practices of the department. Parish made a motion, second by Hitselberger, to recommend the use of the policy drafted by Hitselberger. Motion failed. The Committee recommended working on a policy that promoted compromise between the two policies. Chief Clark provided an update on winter parking regulations and ticketing. Sonntag provided an update on the dam project, including schedules for restoration and fencing. Sonntag provided an update on the WWTP Upgrade. Novy questioned some of the design elements of the treatment plant project. The Committee received an update on the Notice of Violation from the DNR regarding treatment plant violations from high strength industrial waste. The Committee discussed selling the vacant lot on Mitscher Ave. Sonntag reported the city has spent approximately $23,000 to remove the house. The Committee recommended working on listing the property and selling with a condition the purchaser builds a house. With no other items, the Committee moved on to Finance and Personnel. Finance and Personnel After reviewing the monthly bills, the Committee recommended moving the bills on to the Council agenda. Sonntag didn’t have anything for the Administrator’s report. The Committee was provided an update on the WEDC CDI Grant application for the Mr. B’s project. The Committee reviewed and recommended approval of the Coronavirus Sick Leave Policy. The Committee reviewed the Tourism Advertising Grant Program. Motion by Lankey, second by Hanke to move into closed session at 8:42 p.m. to discuss the City Administrator Contract. Motion carried. Motion to return to open session by Moen, second by Hanke. Motion carried. New Business – None. With no other items, a motion was made by Moen, second by Hanke to adjourn at 9:00 p.m. Motion carried.
