Committee of the Whole Meeting

__________________________________________________________________________________ COMMITTEE OF THE WHOLE MINUTES TUESDAY, July 13th, 2021 Mayor Greg Kubarski called the Committee of the Whole meeting to order at 7:03 p.m. on Tuesday, July 13th, 2021. Committee members present at the time the meeting was called to order were: Liz Parish, Garth Hitselberger, Pat Moen, Darrow Novy, Rick Hanke, and Tom Hotek. Randy Seeley and Mark Lankey were absent. Others present included: City Administrator Josh Finch, Treasurer Lisa Johnson Police Chief Pat Clark, Hillsboro Library Director Jackie Johnson- Pysanrenko, Streets Lead Joe Haugh, and Nicolette Nauman of the HSE. Mayor Kubarski asked if this meeting received proper public notice to which Administrator Finch confirmed the meeting did receive proper notice. A motion was made by Hanke, seconded by Hitselberger, to approve the June 8th, 2021, Committee of the Whole meeting minutes. Motion carried. Registered Public Comment – None. Safety and Welfare Chief Clark presented the Police Chief’s Report, which provided an overview of the amount of calls the Police Department responded to (119). Chief Clark provided information regarding the incident on the morning of July 13th stating that a full press release would be posted soon. Following that, Chief Clark along with Administrator Finch suggested the removal of probation for Officer Kucinsky. Chief Clark stated Officer Winch had her probation removed at six months and seeing no reason to keep it on for Officer Kucinsky, requested the Committee’s approval for it to be removed. Committee agreed that Officer Kucinsky has been a valuable member of the Hillsboro Police Department, and seeing no complaints, Mayor Kubarski recommended the probation removal which was agreed upon by the Committee. Finally, Chief Clark asked the Committee to have a discussion regarding the parking around Elm Avenue. He stated that during the fourth, there was very little room for a vehicle to make it through, and that being a truck route, it was not likely that a heavy vehicle would be able to make it through the road if cars are parked on both sides. Mayor Kubarski asked Finch if we could talk about the Elm Ave. parking and the parking by the hospital since it is the same topic matter to which Finch said yes and explained that he had been contacted by a couple citizens with complaints of parking impeding pedestrian view of traffic. Further he stated he spoke with the Hospital and the County Highway Commissioner, and they both recommended removing most, if not all, of the parking on both sides of the street by the hospital City Hall • 123 Mechanic Street • P.O. Mayor Kubarski agreed that with how Elm Ave. was reconstructed that it does limit the access if anyone is parked and that by the hospital, it is sometimes difficult to which Hotek stated working with the ambulance, it is incredibly difficult to leave the hospital as there is no way to see the oncoming traffic due to the parking. Mayor Kubarski suggested that the city should move forward with removing all parking on Elm Ave. and on the north side of the hospital and as needed on the south side of the hospital, between the ambulance and main entrance. Committee was in agreement. With no other items, the Committee moved to the Improvement and Services report. Improvement and Services The Committee was provided an engineering update by Finch on behalf of Rob Uphoff from MSA. Finch stated that we have been provided Change Order #3, 4 and Pay Application #13 (Final). With no discussion, Mayor Kubarski recommended these items be moved to the Council Meeting. Next, the committee discussed the option of creating an ordinance regarding weight limits on non-commercial Alleys. Mayor Kubarski suggested that the city impose an 8-thousand-pound gross vehicle weight limit, whereas the state currently allows for 15 thousand pounds. The committee agreed something needs to be done to prevent further damage to city alleyways. The Mayor proposed an ordinance be drafted and presented at council. Next, the Committee discussed the selection of the Shanesy Ave/Mill St alley reconstruction. The city received two bids: one from Krueger Excavating for $7,600 and one from Kendall Trucking for $10,366.00. Council suggested Krueger be considered for the bid at the Council meeting. Following that, the Committee discussed the plan for the Spring St Bid. Finch stated he spoke with Uphoff and an associate from Gassers to better determine the specs for this project, upon which the Mayor mentioned the importance of having the storm sewer on the road televised to have a better idea of what’s down there. The committee agreed to have Finch move forward with bidding out Spring Street. Lastly, Finch mentioned that we have had about two or three groups look at the roof currently, and he was waiting to hear back from one more to try and provide a better pricing scope. Mayor Kubarski suggested that for the August Committee we would aim to have all the quotes we wanted and look to move forward from there. With no other items, the Committee moved on to Finance and Personnel. Finance and Personnel After reviewing the monthly bills, the Committee recommended moving the bills on to the Council agenda. Administrator Finch mentioned to the Committee that he is starting a monthly newsletter that will mainly act as his Administrator’s Report. The newsletter will be published the first Friday of every month and will be placed on the website and emailed to those interested in it. City Hall • 123 Mechanic Street • P.O. Box 447 • Hillsboro, Wisconsin 54634 Phone: (608) 489-2521 • Fax: (608) 489-3905 • www.hillsborowi.com The Committee was provided an update in regard to the American Rescue Plan Administrator Finch informed the Committee that the city has received the first installment of funds and that more guidance would be provided later on, however upon first glance it appears that the funds would be able to be utilized for water/sewer/ wastewater projects. Next, on the agenda was discussing of the train restoration project, which the Committee was updated by Finch that he spoke with the owner and will be going to view the trains with Uphoff to try and determine the best option for removal and transportation. More information will be at the next meeting. Next, the Committee voted to go into closed session to discuss a vacant city lot at 8:20 PM, motion by Novy and seconded by Hotek. Motion carried. The committee returned to open session at 8:28 PM, motion by Hotek, seconded by Hitselberger. Motion Carried.
