Committee of the Whole Meeting

__________________________________________________________________________________ COMMITTEE OF THE WHOLE MINUTES TUESDAY, September 14th, 2021 Mayor Greg Kubarski called the Committee of the Whole meeting to order at 7:00 p.m. on Tuesday, September 14th, 2021. Committee members present at the time the meeting was called to order were: Mark Lankey, Liz Parish, Garth Hitselberger, Pat Moen, Darrow Novy, Rick Hanke, and Randy Seeley. Tom Hotek was absent. Others present included: City Administrator Josh Finch, City Clerk Sheila Schraufnagel, Police Chief Pat Clark, Nicolette Nauman of the HSE and representatives from Lutheran Church. Mayor Kubarski asked if this meeting received proper public notice to which Administrator Finch confirmed the meeting did receive proper notice. A motion was made by Parish, seconded by Hanke, to approve the August 10th, 2021, Committee of the Whole meeting minutes. Motion carried. Registered Public Comment – Monica S. brought a concern regarding a neighbor to which Chief Clark and Administrator Finch stated the concern has been heard and the City is working on finding an amicable solution. Safety and Welfare Chief Clark presented the Police Chief’s Report, which provided an overview of the amount of calls the Police Department responded to (123). Following that, Chief Clark discussed that the theft of catalytic convertors has been decreasing. Chief Clark mentioned that he is looking to send Officer Kuchinsky to a de- escalation course to become a certified trainer to which he could then train both Officer Winch and Chief Clark. Additionally, Chief Clark mentioned Labor Day went very well besides the day before there was a person with a warrant for their arrest who Chief Clark came into contact with that was riding a bicycle manically- Chief Clark, in an attempt to keep the individual from going onto the State Highway into traffic, turned his car to block said person upon which they drove right into the Chiefs car. The individual was arrested, and the was situation resolved. Finally, Chief Clark mentioned that while we did not receive the COPS grant this time around, they did raise the funds to purchase a new drone for the department. Box 447 • Hillsboro, Wisconsin 54634 Phone: (608) 489-2521 • Fax: (608) 489-3905 • www.hillsborowi.com Improvement and Services The Committee was provided an engineering update Administrator Finch who stated that we have been provided Change Order #5 With no discussion, Mayor Kubarski recommended these items be moved to the Council Meeting. Next, Finch mentioned that MSA and the City Attorney recommended the contract termination of JI Construction with cause. The Committee agreed to move it to Council for Termination. Finch then provided an update regarding the Baraboo River Kayak Launch site development plan brought forth the MSA agreement that would allow for this project to move forward. The Committee agreed to move this to the Council Agenda. Next, Clerk Schraufnagel discussed the upcoming Ward Re-Districting that takes place during every census. After some discussions with Vernon County, they found a new map that would be ideal for the City of Hillsboro to not cause any serious changes. Next, the Finch provided a brief update regarding Spring Street stating D.L. Gassers will begin soon and should be done soon shortly after. Lastly, Finch mentioned the need to further the conversation regarding the Cities Capital Improvement Plan. Finch would look to call a special committee meeting for the Improvement and Services Committee at some point in the next few months to begin planning for 2023 and beyond. Currently, 2022’s CIP will be based off of pre- existing planned information With no other items, the Committee moved on to Finance and Personnel. Finance and Personnel After reviewing the monthly bills, the Committee recommended moving the bills on to the Council agenda. Administrator Finch mentioned his update is mainly everything in the newsletter. Finch did add that it was cool to see the Tractor Pull and the Labor Day festivities come together like they did- he looks forward to next years events. Next, Finch mentioned that with the closure of TID #2, there was paperwork that needed to be approved. The Committee agreed it had to be done and moved it to the Council meeting. Next, Finch provided an update regarding numbers for the 2022 Budget. While it initially looked like we would see a slight decrease, the City would be looking to receive more than anticipated. This allows for more flexibility with budgeting especially with all the projects the City is working on. Additionally, Finch mentioned that the TID IN equalized vale for the City has increased nearly 6.6 million from 2020. City Hall • 123 Mechanic Street • P.O. Box 447 • Hillsboro, Wisconsin 54634 Phone: (608) 489-2521 • Fax: (608) 489-3905 • www.hillsborowi.com Lastly, Finch mentioned that with the ARPA funds being received we have time to utilize them, and it might behoove the Committee to wait until the City receives the second installment to try to allocate the entire funds to a specific project versus spreading it amongst multiple considering there will be a lot of stormwater to be fixed in the next year or so. The committee agreed to postpone the conversation util mid-spring. In new Business, Lankey mentioned the need for several stormwater drains to be addressed soon due to the flooding he has noticed around his neighborhood.
