Committee of the Whole Meeting

__________________________________________________________________________________ COMMITTEE OF THE WHOLE MINUTES TUESDAY, JANUARY 11TH, 2022 Mayor Greg Kubarski called the Committee of the Whole meeting to order at 7:01 PM on Tuesday, January 11, 2022. Committee members present at the time the meeting was called to order were Rick Hanke, Garth Hitselberger, Tom Hotek, Mark Lankey, Pat Moen, Darrow Novy, and Elizabeth Parish. Randy Seeley was absent. Others present included: City Administrator Josh Finch via phone, Treasurer Lisa Johnson, Police Chief Pat Clark, Nicolette Nauman of the HSE, Nicolette Nauman of the HSE, Hillsboro Librarian Jackie Pysaranko, Public Works Supervisor Mike Lange, Vernon County Solid Waste and Recycling Representatives Stacie Sanborn, Kelli Mitchell, and Cari Redington, and MSA Engineer Dan Greve via phone. Mayor Kubarski asked if this meeting received proper public notice to which Treasurer Lisa Johnson confirmed that the meeting did receive proper notice. Motion by Hanke, second by Hoek, to approve the December 14th, 2021, Committee of a Whole meeting minutes. Motion carried. Registered Public Comment: Vernon County Solid Waste and Recycling Administrator Stacie Sanborn addressed the committee with a resolution to participate in the Vernon County Solid Waste and Recycling Program. She last addressed the committee in 2018 with the same type of resolution. The resolution would require the City of Hillsboro’s waste haulers (Southwest Sanitation LLC) to haul the city’s waste to the Vernon County landfill for disposal. Sanborn expressed the importance of seeking funds to support the landfill currently and in the future. The city will research the current agreement with the city’s waste haulers Southwest Sanitation LLC and will address the resolution later. Safety and Welfare Chief Clark presented the Police Chief’s Report, which included two reports: Multi- Year Incident Summary and a Summary of Incidents by Officer. Improvements and Services City Engineer Dan Greve from MSA Professional Services discussed with the committee the proposed August Winter & Sons, Inc WWTP Order #6. The change order consisted of repairing a broken water service line and rerouting the line into the WWTP building totaling $18,749. Greve stated that this repair was approved by the WI DNR as an eligible project cost through the existing Clean Water Loan. The committee recommended to put August Winter & Sons, Inc WWTP Order #6 on the next Council meeting. Greve announced he received August Winter & Sons, Inc Contractor’s Pay Application #11 for $18,749.00 which was for the Change Order #6. This will be the final payment to August Winter and Sons, Inc. for the 2020 Contract Wastewater Facility Improvements Project. The committee recommended to put pay application #11 on the next Council meeting. Mayor Kubarski announced the need of additional blue hospital street signs. Currently the city has one blue hospital sign located by the intersection of High Ave and Lake Street. The city will contact the State of WI DOT for directions how to obtain signs for the state highways that exist in Hillsboro. Finance and Personnel The committee reviewed the bills and recommended the bills for Council approval on the next council meeting. Administrator Finch presented his administrator’s report. He is currently establishing a Chamber of Commerce for Hillsboro. More details to come soon on membership and bylaws. Dan Greve also announced the Clean Water Loan Fund has money remaining for eligible WWTP expenses. Dan Greve spoke with Mike Lange on the need for a new effluent sampler ($8906), vacuum pump ($1788), convection oven ($1166) and microscope ($321). These items are eligible under the current Clean Water Fund Loan which allows to be paid back over 20 years. The committee recommended these items be included on the next council meeting for approval. Greve is also working with the Mississippi River Valley Regional Planning group on another WWTP upgrade EDA Grant. Applications are due early February 2022. More information will be coming soon.
