__________________________________________________________________________________ COMMITTEE OF THE WHOLE MINUTES TUESDAY, FEBRUARY 8, 2022 Mayor Greg Kubarski called the Committee of the Whole meeting to order at 7:00 PM on Tuesday, February 08, 2022. Committee members present at the time the meeting was called to order were Rick Hanke, Garth Hitselberger, Tom Hotek, Mark Lankey, Pat Moen, Darrow Novy, and Elizabeth Parish. Randy Seeley was absent. Others present included: City Administrator Josh Finch via phone, Treasurer Lisa Johnson, Police Chief Pat Clark, Nicolette Nauman of the HSE, Hillsboro Librarian Jackie Pysaranko, City Engineer Rob Uphoff, Street Employee Mike Burch, and Leanne Beyer Mayor Kubarski asked if this meeting received proper public notice to which Treasurer Lisa Johnson confirmed that the meeting did receive proper notice. Motion by Hanke, second by Moen, to approve the January 11th, 2022, Committee of a Whole meeting minutes. Motion carried. Safety and Welfare Chief Clark presented the Police Chief’s Report. Chief Clark acknowledged Officer Chris Kucinsky for noticing and extinguishing a fire on a porch while on night patrol duty. Officer Kucinsky was able to extinguish the fire and locate the residents who were sleeping at the time. Hillsboro Fire Chief Mike Clark also relayed to Chief Clark his thanks to Kucinsky for potentially saving the residents and the house from burning down that evening. Chief Clark also reported he had seized a dog that was severely neglected and turned over to the county for treatment. Improvements and Services City Engineer Rob Uphoff from MSA Professional Services discussed with the committee an update on the Wastewater Facility Planning Project. MSA is currently working with Whitehall Specialties and Land O’ Lakes to gather information for current and future needs on behalf of their facilities. The city is also working on an Economic Development Administration (EDA) Grant which may pay up to 80% with a 20% city match. The preliminary cost estimate for the project is $10 million. To be eligible for the grant the city must pass a resolution stating it supports the grant application and has funds to commit the city match. The city currently has approximately $1 million in CD’s, $600,000 from TID 2, and a letter of commitment from Farmers State Bank for $400,000 if the city would need to borrow. The city may also be able to utilize the Clean Water Fund as part of the city match. City Hall • 123 Mechanic Street • P.O. The committee was in favor of the resolution and would address it at the Special Common Council meeting on February 8th, 2022, following the Committee of the Whole meeting. Finance and Personnel The committee reviewed the bills and recommended the bills for Council approval on the next council meeting. Administrator Finch presented his administrator’s report. Finch has been notified that the St. Paul Lutheran Church daycare closing will occur on March 11, 2022, with the possibility to start breaking ground in late spring or early summer this year. Finch also stated that he is looking into options to utilize ARPA funds received last year. Finch is also working on lifeguard recruitment and lifeguard certification options.
