Committee of the Whole Meeting

__________________________________________________________________________________ COMMITTEE OF THE WHOLE MINUTES TUESDAY, MARCH 8th, 2022 Mayor Greg Kubarski called the Committee of the Whole meeting to order at 7:01 PM on Tuesday, March 08, 2022. Committee members present at the time the meeting was called to order were Rick Hanke, Garth Hitselberger, Tom Hotek, Randy Seeley, Pat Moen, Darrow Novy, and Elizabeth Parish. Mark Lankey was absent. Others present included: City Administrator Josh Finch, Police Chief Pat Clark, Nicolette Nauman of the HSE, and Hillsboro Library Director Jackie Pysaranko. Mayor Kubarski asked if this meeting received proper public notice to which Finch confirmed that the meeting did receive proper notice. Motion by Hanke, second by Moen, to approve the February 8th, 2022, Committee of a Whole meeting minutes. Motion carried. Safety and Welfare Chief Clark presented the Police Chief’s Report. Chief Clark noted that there were 138 total calls in the month of February. Chief Clark mentioned that they were also working on a few grants. Improvements and Services Finch provided an update regarding the City Pool. Finch stated he had one roofing proposal and was waiting for another for the Pool. Applications for Pool Manager and Lifeguards are available and can be found online or at City Hall. Finch also presented an engineering update on behalf of MSA. Finance and Personnel The committee reviewed the bills and recommended the bills for Council approval on the next council meeting. Administrator Finch presented his administrator’s report. Finch also stated that he is looking into further options to utilize ARPA funds received last year. Finch proposed an initial plan of use but suggested waiting till early summer to decide on which way to use the funding based on the possibility of receiving various grants.
