__________________________________________________________________________________ COMMITTEE OF THE WHOLE MINUTES TUESDAY, APRIL 12th, 2022 Mayor Greg Kubarski called the Committee of the Whole meeting to order at 7:02 PM on Tuesday, April 12th, 2022. Committee members present at the time the meeting was called to order were Rick Hanke, Garth Hitselberger, Mark Lankey, Tom Hotek, Randy Seeley, Pat Moen, Darrow Novy, and Elizabeth Parish appeared via phone. Others present included: City Administrator Josh Finch, Police Chief Pat Clark, Nicolette Nauman of the HSE, and Hillsboro Library Director Jackie Pysaranko. Mayor Kubarski asked if this meeting received proper public notice to which Finch confirmed that the meeting did receive proper notice. Motion by Hanke, second by Moen, to approve the March 8th, 2022, Committee of a Whole meeting minutes. Motion carried. Safety and Welfare Chief Clark presented the Police Chief’s Report. Chief Clark noted that there were 171 total calls in the month of March. Chief Clark mentioned that they were also received the body cameras. Chief Clark also mentioned that he has created a mapping grid for the City in case of emergency. Finch presented to the Committee the Emergency Management Plan which the Committee elected to keep the plan local versus County run. Improvements and Services Finch presented to the Committee a proposed plan of road/alley reconstruction for the City for 2022. The Committee elected to choose Madison St., Mill-Mechanic Alley, and Mechanic to Garden Alley for repair. Finance and Personnel The committee reviewed the bills and recommended the bills for Council approval on the next council meeting. Administrator Finch presented his administrator’s report. Finch stated that he is working with MSA to find a replacement CBDG Housing Administrator. Finch also stated the ARPA funds would be better used as loss revenue versus un-obligating the funds to allow for continued transparency. Lastly, Finch presented a Sick Leave Donation Policy to be used by City Employees. Motion by Hotek, second by Hitselberger to adjourn at 7:50 PM. Motion carried.
