COMMITTEE OF THE WHOLE MINUTES
TUESDAY, May 10th, 2022
Mayor Greg Kubarski called the Committee of the Whole meeting to order at 7:02 PM
on Tuesday, May 10th, 2022. Committee members present at the time the meeting
was called to order were Rick Hanke, Leanne Beyer, Tom Hotek, Randy Seeley, Pat
Moen, Darrow Novy, and Elizabeth Parish appeared via phone. Mark Lankey was
absent
Others present included: City Administrator Josh Finch, Police Chief Pat Clark via
phone, Nicolette Nauman of the HSE, and Hillsboro Library Director Jackie Pysaranko
and representatives from MSA.
Mayor Kubarski asked if this meeting received proper public notice to which Finch
confirmed that the meeting did receive proper notice.
Motion by Hanke, second by Hotek, to approve the April 12th, 2022, Committee of a
Whole meeting minutes. Motion carried.
Safety and Welfare
Chief Clark presented the Police Chief’s Report. Chief Clark noted that there were
159 total calls in the month of April. Chief Clark spoke about an incident that took
place within the school district to which the school district did request police
presence for the following week. Officer Winch was assigned to act as a temporary
school officer for the week which required Chief Clark to assign hours to one of our
part time officers.
Improvements and Services
Rob Uphoff from MSA along with Raine Gardner spoke to the Committee regarding
the Baraboo River project. The Committee provided feedback as to the course they
would like MSA to take. Uphoff and Gardner discussed the option of updating the
Recreational Comprehensive plan and the Parks & Recreation Master Plan to which
Finch added it has been several years since the last updated Comprehensive Plan.
Finch presented to the Committee the bids for the 2022 road/alley reconstruction
for the City. The Committee recommended D.L. Gassers for road reconstruction and
J.R. Roehling & Sons for material removal for Council approval on the next council
meeting.
Lastly, Finch spoke about the pool and announced we are in dire need of lifeguards
otherwise it would not be safe to open for open swim. Lessons will be going ahead in
July. We need at least three more lifeguards to operate safely.

Finance and Personnel
The committee reviewed the bills and recommended the bills for Council approval
on the next council meeting.
Administrator Finch presented his administrator’s report. Finch stated he received
one applicant, Couleecap, for the CBDG Housing Administrator role and they are
qualified for the position. The committee recommended them for Council approval
on the next council meeting.
Lastly, Finch provided an update regarding the COPS grant, Community Funding
Program, Community Facility Program, and a Façade Improvement Grant.
Motion by Beyer, second by Hanke to adjourn at 8:43 PM. Motion carried.
