__________________________________________________________________________________ COMMITTEE OF THE WHOLE MINUTES TUESDAY, September 12th, 2023 Mayor Greg Kubarski called the Committee of the Whole meeting to order at 7:00 PM on Tuesday, September 12th, 2023. Committee members present at the time the meeting was called to order were Tom Hotek, Rick Hanke, Randy Seeley, Pat Moen, Darrow Novy, Elizabeth Parish, and Leanne Beyer. Others present included: City Administrator Josh Finch, Police Chief Pat Clark, City Treasurer Lisa Johnson, Hillsboro Librarian Jackie Pysaranko, Streets employees Mike Burch and Brandon Kiel, Pool Manager Alesha Burch, Nicolette Nauman of the Hillsboro Sentry Enterprise, and Ted and Joyce Meza. Mayor Kubarski asked if this meeting received proper public notice to which City Administrator Finch confirmed the meeting did receive proper notice. Motion by Hanke, second by Hotek, to approve the August 8th, 2023, Committee of a Whole meeting minutes. Motion carried. Bill Moilien from Johnson Block presented the 2022 Audit Presentation to the Committee for their review. Following, Treasurer Johnson presented her annual financial review. Safety and Welfare Chief Clark presented the Police Chief’s Report. Hillsboro Police Department received 161 calls in the month of August- noting that it was significantly decreased due to employee injury and various vacations in August. Chief Clark updated the committee that Labor Day weekend went off well with very few mishaps. Chief Clark also reminded the committee about the Winter Street Parking change for this winter. Improvements and Services Pool Manager Burch provided an update to the committee about the 2023 season and provided some comments she received from patrons of the pool. Joyce Meza spoke about Cesky Courtyard and asked for the cities assistance with facilitating the project. City Administrator Finch discussed the need to purchase a new mower, due to the mower that was set to be replaced in 2024, was unable to be fixed. The committee City Hall • 123 Mechanic Street • P.O. City Administrator Finch provided an update on the need for a city revaluation. The committee recommended Associated Appraisal for approval for a 2024 revaluation. Finance and Personnel The committee reviewed the bills and recommended the bills for Council approval for the next council meeting. City Administrator Finch presented his monthly report. City Administrator Finch presented an update on the 2024 draft budget. Motion by Lanke, second by Hanke to enter closed session at 8:42 PM. Motion carried. Motion to enter back into open session by Beyer, second by Lanke at 9:02 PM. Motion carried. Motion by Beyer, second by Hotek to adjourn at 9:03 PM. Motion carried.
